As the leader of education,the teacher group plays an important role and position in the implementation of educational activities.In order to ensure that the teacher resources can meet the school needs of school-age children,a large number of unauthorized teachers are employed because of the limited number of authorized teachers.There is no unified and standardized management policy of unauthorized teachers,which leads to a series of management problems in the daily work.These problems are not conducive to the personal development of unauthorized teachers,and also make the teacher resources not optimized.This article use the literature research method to get the information of employment form,the management development and changes in policies of unauthorized teacher.Taking unauthorized teachers of Chengdu L district for an example,this article use questionnaire survey and interviews to understand their work and life situation,through analysis and research,I sums up some management problems: the access mechanism of the unauthorized teachers is not standard,unauthorized teachers are paid differently from the authorized teachers,unauthorized teachers have great psychological pressure,and education departments don’t set transparent reward and punishment mechanism for the management of unauthorized teachers.On the basis of conclusion of the above problems,this paper summarizes the causes of management problems in combination with Human Resource Management theory,Equity Theory and Two-Factor theory,mainly including: The lack of overall human resources planning,the absence of management policies for unauthorized teachers,the lack of educational funds and unreasonable allocation,the unreasonable employment policy of teachers,the managers of unauthorized teachers and unauthorized teachers themselves lack awareness of labor law.After sorting out and analyzing the research results,combined with the operation nature of the public sector,this paper puts forward countermeasures and suggestions for the management of unauthorized teachers: first,from the perspective of human resource management,it is proposed to carry out human resource planning for unauthorized teachers;Second,gradually improve the management policy of unauthorized teachers from the aspects of recruitment,training and performance appraisal;Third,in terms of social welfare treatment,ensure that unauthorized teachers and authorized teachers receive equal pay for equal work;Fourth,optimize the employment policy of teachers;Fifth,in terms of legal labor relations,strengthen the training of unauthorized teachers’ managers and unauthorized teachers themselves on labor laws and regulations to improve their legal awareness.
