With the continuous progress of society and the continuous advancement of globalization, the social system and civilization system established by mankind have been extended to all over the world. However, while people are happy with the emergence of new technology, the risks that can be included in science and technology are also accompanied, which makes mankind enter the "risk society",the world order and the state of "out of control".From the perspective of risk society,we can re-examine various problems in social development. In view of such a social state,Ulrich Baker,a German thinker, put forward his own characteristic theory of risk social culture.Taking Baker's book "risk society" as the main research text, this paper studies the main threats and challenges of global risks faced by mankind. From the evolution of modernity,we can see the signs of the fracture of modernity, which leads to the de standardization of labor and the generalization of science and politics, and finally leads to the lack of the subjective status of human individuals. The risk society in the new era also has new cultural implications. In the process of social development, modernization in the empirical perspective of pre modernity is replaced by "reflective modernization".At the same time,we are also revealing the subjectivity of development in the global risk society environment through the reflection on modernization and the theoretical perspective of cultural philosophy,so as to create a healthy and civilized environment for human survival and development. The study of baker's social critical theory is helpful for us to systematically analyze the current risk situation we face,so as to provide theoretical support for the smooth advancement of China's social modernization process.
