With the development of society and the improvement of economic level,all walks of life attach more and more importance to education.At the same time,the issue of students' academic burden has been in the spotlight as schools and families alike are keen to increase the amount of study time and homework to improve their academic performance.The problem of heavy academic burden in primary and secondary schools has long attracted the attention of relevant departments of the state.Since the founding of New China,the Party committee and the state have formulated a series of policy documents for academic burden,which have certain guiding and normative effects on reducing students' burden,but the problem of academic burden is still severe.Some educational researchers believe that reducing burden is not the goal,but increasing efficiency is the key,and the problem of reducing burden is actually the problem of learning efficiency.Throughout the world,countries seem to be constantly seeking ways to improve students' learning efficiency.From the national perspective,through international comparative analysis,this paper provides experience and inspiration for our country on the road of improving students' learning efficiency.Based on World Bank public database,the UN human development report,the PISA report and data,will be in the OECD countries including Australia,Finland,23 countries as the research object,with countries' PISA2018 reading test scores as a result variable,seven conditional variables were included: cultural value orientation,expenditure per student,human development index,school resources,teacher enthusiasm,teacher support and teacher guidance.The fuzzy set qualitative comparative analysis method is used to get the conditional combination path of high learning efficiency and low learning efficiency,and the regression case is analyzed.From the result analysis,it can be seen that social and cultural background and economic level are closely related to education development,teachers' professional guidance and skill training play an important role under certain conditions,and the improvement of learning efficiency is the result of the joint action of many parties,and the students' learning autonomy is the drive of efficient learning.Therefore,in the process of education development and reform,China should combine its own social and cultural background and economic development level,put forward relevant policies,pay attention to the formation of a good social atmosphere,and establish core values with social consensus.Reasonable allocation of school resources,strengthen teacher skills training.Finally,in the teaching process,always adhere to the people-oriented,attaches great importance to the students' individual character development and interests.
