Research On The Practice Dilemma Of Social Work Organizations Under The Background Of "Three Societies Linkage"

Since2013,the Ministry of Civil Affairs will "Three social linkage" as grassroots social governance innovation reform priority,start all over the country on a large scale,in Changsha city in Hunan province also keep up with the pace of The Times,to create a harmonious community,improve the community relations,strengthen the consciousness of community residents to participate in community affairs,government social organization,introduced by buying services,social work is a values of professional discipline,social work agency will solve the problem of the service object to implement as tenet,gradually come into the mind of the government,in order to effectively alleviate the dilemma facing the community,at the present stage to improve residents' autonomy ability,Under the initiative of Changsha Civil Affairs Department,X community has reached a cooperative relationship with H social work institution based on the same concept.In this paper,the "Neighborhood Post" project of X community is taken as an example,and H social work institution is taken as the research object.In the implementation process of the project,relevant materials are collected through on-the-spot observation and interviews.Based on the author's personal experience,the practical difficulties of social work organizations in the community are considered,and the practical difficulties are divided into three sections for focus demonstration.The first part discuss the operation of social work institutions,the author thinks that institution itself exists in the process of operation management system is not sound,high reliance on government projects,problem of social recognition is not high and low internal agency identity.The second part discusses the service dilemma of social work organizations.In the process of social work organizations participating in community services,the author believes that social work organizations are prone to fall into the dilemma of administration,de-professionalization,managerialism and localization difficulties,so the discussion is carried out one by one.The third part start from the ethical dilemma of social work institutions,standing in the point of view of social worker analysis,from the professional role conflict,conflict with dual relationship between social work institutions,community residents' committees and three aspects to write service goal conflict,finally aimed at these three summarizes difficulties,from the government,community,social work,social workers,community residents five aspects put forward the corresponding countermeasures.In short,the development of social work organizations is still a process that needs to be explored for a long time.
