A Study On The Difficulties And Countermeasures Of The "Linkage Of Community,Social Organization,Social Work And Community Volunteer" In Xi'an

As our economic system reforms and deepens,China's communities have flowed in a high speed and faced differentiation of all kinds of community elements.The demand and aspiration of residents have gradually diversified,while the traditional administrative service has been difficult in meeting the individual needs of residents.The main body of the governance gradually changed from the original single subject government to the pluralistic one.The "linkage of community,social organization,social worker and community volunteer" model,which is based on community,social organization,social worker and community volunteer as its main body,conforms to the demand of grassroots social innovation and becomes a new model of community governance.With the force of government policy,through the community construction,social organization training,social worker lead and community volunteers to participate in the way to enhance the "four parts" between the effective interactive collaboration,the formation of complementary advantages,good sharing of resources,and jointly promote Community development and construction,improve the effectiveness of community governance work.In this paper,the F community in Xi'an as a case study,first from the basic conditions to start which F community to carry out the "linkage of community,social organization,social worker and community volunteer",explain the functional role of each subject,that is,the community as a service platform,social organizations are service carriers,social workers is professional support and Community volunteers for the basic strength of the service,and the F community "linkage of community,social organization,social worker and community volunteer" implementation of the results of a summary description.Secondly,it analyzes the dilemmas in the process of "linkage of community,social organization,social worker and community volunteer",such as the lack of effective linkage mechanism,the one of subject consciousness,the one of system security and the one of capacity,and restricts the development process of "four associations".Finally,the article explores some possible coping strategies:build a government-led working mechanism about "linkage of community,social organization,social worker and community volunteer";strengthen the platform function that community support the model;enhance the social organization to undertake social service capacity;strengthen social work talent Team building;build community long-term mechanism of volunteer service.
