With the advancement of the urban-rural integration process,in order to improve the efficiency of educational resource utilization and develop rural education,the State Council issued the “Decision on the Reform and Development of Basic Education” in 2001.Since then,some areas have begun to implement the policy of “removing sites and merging schools”.T county as a former national poverty county,the rural poverty in the county is even worse.In order to get rid of poverty,the number of people entering the city to work and go to school is increasing year by year,and the number of students in rural schools is decreasing year by year,and some schools have fewer than 100 students.In view of the scattered distribution of education in T county,the uneven development of urban and rural education,and considering that the reconstruction of school buildings will inevitably result in a waste of national resources,so combing with the “Decisions on the Reform and Development of Basic Education” and the “National Primary and Secondary School Building Safety Project Implementation Plan” issued by the State Council in 2009 and other policies and regulations,T county proposed the education layout adjustment and school security project implementation plan in 2011,which is to remove and merge rural primary and secondary schools to the town to implement centralized schooling.In order to reach the standard class size,it took two to three years for T county to distribute the students in its urban and rural schools in a balanced manner.The implementation of the “removing sites and merging schools”policy in T county has achieved certain results,but in the eight or nine years after the implementation,various problems have also appeared.On the basis of previous research on the policy of “removing sites and merging schools”,the author combined with the actual situation of T county,mainly used the literature research method,case analysis method,questionnaire survey method and interview method to conduct in-depth research and analysis on the effects and problems after the implementation of the T county “removing sites and merging schools” policy,and the reasons behind the problems,and then seek solutions for how to solve these problems.The research in this article is mainly divided into six parts.The first part mainly introduces the author's material arrangement and writing preparation before writing the paper.The second part is the definition of related theories and concepts.It provides theoretical support for the article through the explanation of public policy implementation theory,education equity theory,public product theory and defines the concepts of “removing sites and merging schools” and educational resource.The third part is the implementation overview and current situation analysis of T county“removing sites and merging schools”.The fourth part introduces the problems caused by the implementation of T county “removing sites and merging schools” policy,and the analysis of the causes of these problems.The fifth part is the corresponding solutions to the problems caused by the implementation of T county “removing sites and merging schools” policy.The last part of the thesis is the conclusion.The author did a follow-up study after the policy of “removing points and merging schools” implemented in T county's,so I hoped that through the research on the problems that have occurred after the implementation of the policy,a more complete thinking angle can be provided for the interpretation and implementation of the T county policy,and put forward some reasonable mitigation countermeasures as much as possible,and do our best to do a good job of T County education and management in a pragmatic manner.
