In order to carry out our country's outline of Middle and Long Term education reform and development planning,to relieve the unbalanced development of compulsory education between the countryside and the city at present,and at the same time,to keep the "School Choice Hot" phenomenon within limits,The education bureau of L county began to push on the policy of teachers exchange rotation in compulsory education schools.The bureau hopes that this policy will promote the equitable development of education in L county and comprehensively improve the quality of education and teaching.By carrying out the policy,the education resources,especially the teachers resources can be allocated wisely,so that people's increasing need of high-quality education will be satisfied in L county and the educational equity can be reflected in the end.Up until now,this policy has been implemented for five years in L county.Generally speaking,all the teachers and headmasters haven been involved in it due to the strict and careful organization of the education bureau in L county.Every year,more than 15%of the teachers and headmasters take part in this action.This paper mainly focuses on the results and the problems arisen from this policy during the operation process.Does it truly promote the balanced development of the local education?What else can we do to optimize this policy?There are four parts in the whole paper.The first part describes the reason why L county carries out the policy of teachers exchange system in primary and secondary school and the main content of the policy.The second part introduces promoting process of the policy and the problems and difficulties arising from process.The third part is about the good effects on the teachers,students and school of the policy.In the last part,the author gives some suggestions in order to carry out the policy better in the future.In order to get a comprehensive understanding of the teachers exchange policy in L county,and to analyze the policy,so that the purpose of writing the paper can be reached,the author uses a lot of methodsduring the writing of this paper,such as using textual analysis to know the content of the policy;using questionnaire to get the first-hand data and detailed information;interviewing students,teachers,headmasters and working stuff in the education bureau to get more supporting details.Then the author analyzes the information comprehensively and carefully.Eventually,the author gives some targeted suggestions.Firstly,the L county should cultivate new teachers in city schools so that they all can become good teachers before the serve the countryside schools.Secondly,more school administrators should be exchanged because they have a wider influence than common teachers.Thirdly,the personnel management system should be improved in L county and the duration should be extended.Last but not least,the assessment of teachers exchange should also be improved and a better economic security system should be carried out.
