The development of human resources is a significant strategic issue in the new era.President Xi pointed out that the key to realize the great rejuvenation of the Chinese nation lies in the Party and the fundamental lies in the people.The 19 th National Congress of the CPC implemented the rural revitalization startegy to pursuit prosperous industries,livable ecology,civilized countryside,effective governance,and prosperous life with an emphasis on the power of masses.As China is a large agricultural country,as of January 2020,the rural resident population is 550 million.However,with the construction demand of "urbanization development",the rural male labor force goes out to the cities and towns,and most of the labor force remaining in the rural areas are women.These rural female human resources are not only in the aspects of family education,farming and breeding,or in rural construction and management will become a new era of rural revitalization of the cause of high-quality development of an important driving force.In the case of Xingwen County,the county is a typical agricultural county with a large area and fertile farmland.With the continuous export of male human resources,the proportion of "left-behind" women continues to rise,women have become a major force in rural revitalization.How to continuously promote the supply-side structural reform of rural female human resources based on the existing stock and potential increase of rural female Human Resources with the in-depth implementation of the rural revitalization strategy to truly make the jobs of farmers more attractive,the agricultural industry more advanced and the rural area more beautiful and better to live in are undoubtedly essential research topics in the implementation of the rural revitalization strategy in the new era.This research based on human resources development theory,gender human capital theory,social gender theory and incentive theory,analyzes the current situation and deep reasons of rural female human resource development in Wenxing County and targets the existing problems puting forward suggestions and plans on the development of rural female human resource in this county.The research finds that the rural female human resources in the county are mainly concentrated in the primary industry much higher than the total proportion of the secondary and tertiary industries.At the same time the transfer of female human resources is mainly carried out in three ways: government organizations,enterprises' designated employment and relatives' introduction to working outside which fully reflects the strong geographical and blood ties in rural areas.Although it effectively reduces the employment risk of rural women,it affects the effective allocation of rural women's human resources to some extent.The length of schooling of rural women in Wenxing County is generally low,and the average length of schooling of rural women in the primary industry is significantly lower than that in the secondary and tertiary industries.Currently,there are few training courses for rural women,but rural women are willing to learn new technologies and get trained continuously to meet the needs of production and life with higher quality and ability.However,under the current rural economic and social background,the imbalanced development quality of rural female industrial structure,the low level of rural female labor market,the insufficient government investment in the development of rural female human resources,and difficulty of eliminating the institutional bottleneck of urban-rural dual structure are the problems and difficulties to be solved urgently in Wenxing County.Thus,the research figures out the reasons that hinder the development of the rural female human resources in Wenxing County which can be mainly divided into four aspects:one is the imbalanced development quality of the rural industry structure,the second is the low level of rural female labor market,three is the insufficient governmental investment in rural women human resource development,four is the difficulty to eliminate the urban-rural dual structure system bottleneck.Considering the historic stage where Wenxing County is and from the perspective of industrial structure,labor market development and public service system and mechanism,we think by "vigorously promoting the integrated development of three industries and optimizing the employment mode of rural women;optimizing the rural female labor market based on the new type of skilled farmer;setting up special financial funds to strengthen the investment in the development of rural women's human resources;strengthening supply-side structure reform and consolidating the foundation of rural female human resources development can effectively solve the prominent problems faced by rural female human resources development in Xingwen County in the future.By " vigorously promoting the integrated development of rural three industries and optimizing the employment mode of rural women;To optimize the rural female labor market based on the new type of professional farmers;Set up special financial funds to strengthen the investment in the development of rural women's human resources;strengthening the reform of institutional supply-side structure and consolidating the foundation of rural female human resources development can effectively solve the prominent problems in rural female human resources development in Xingwen County in the future and lay a solid foundation for promoting the implementation of the county's rural revitalization strategy.
