The problem of childcare for primary school students is one of the educational pressures that Chinese families are currently facing.Under the child-care problem,a series of secondary problems such as the problem of declining fertility rate,the problem of skip-generation raising,the problem of disorder in social child-care institutions,and the problem of children's safety are derived.At present,the research on primary school child-care mode mainly focuses on the debate of the child-care provider.Among them,some studies believe that primary school custody services should be dominated by public schools and purchased by the government;others believe that it should be dominated by social institutions,and parents should purchase services in the market according to their own conditions to reduce the burden on the government;some studies suggest that schools and social institutions should be dual-tracked..However,there are few innovative studies on existing models.In order to solve the existing custody problem,provide reference for theoretical improvement and policy reform,so as to effectively reduce the educational burden of parents,so that primary school students can have a good after-school activity environment,make full use of existing educational resources,and satisfy the diverse needs of parents.Based on the current demand for custody services in Wuxing District,Huzhou City,this paper conducts an investigation and research on the effective supply of custody services for parents and primary schools in Wuxing District,Huzhou City.Through the study of custody-related literature,we will explore and understand domestic and foreign child-care models,practices,and related policies and regulations in detail.At the same time,taking parents and primary schools in Wuxing District as the object of investigation,an empirical investigation is carried out on the current supply and demand of primary school custody services in Wuxing District.Among them,the parent-side survey includes the background information of parents,the demand for custody,and the actual custody expenditure and willingness to pay;in the school survey,the development of the school's custody service,existing problems and future improvement directions,etc.The research results show that there are many problems in the current primary school custody services in Wuxing District,including the high proportion of social custody,which leads to a heavier burden on parents and government supervision;After school;the distribution of inter-school resources is uneven,and the school's teachers and financial resources are difficult.Accordingly,based on the theory of organizational division of labor in management,this paper proposes a "regional collaborative child-care" model.Through the method of inter-school cooperation and division of labor,the school's child-care services are shared between regions,and at the same time,a mechanism is created to enable students to flow across schools and enjoy Differentiated hosting services to solve the above problems.This study provides theoretical support and policy suggestions for effectively improving the quality of primary school care,effectively optimizing the ratio of educational resources,and fundamentally meeting the needs of parents for care.
