| With the continuous advancement of my country’s basic education reform,in order to promote students’ all-round development and healthy physical and mental growth,to achieve the purpose of promoting the implementation of quality education.Under the policy of reducing the burden of compulsory education,primary school students have been dismissed from school as early as 3:30 in the afternoon.However,with the rapid development of my country’s economy,dual-earner families have become normalized,which will inevitably lead to time conflicts between students’ dismissal time and workers’ dismissal time.To resolve this contradiction,many parents choose to send their students to after-school tutoring classes.Under the circumstance that the burden of students’ homework and off-campus training is too heavy,which has offset the achievements of my country’s education reform,my country has begun to implement the "double reduction" policy,focusing on after-school services in schools.As early as the last century,Japan,a neighboring country of our country,began to pay attention to the problem of after-school services for students,thinking about solutions,and issued many policies at the same time.After-school services in Japan’s primary school stage,from the Ministry of Health,Labour and Welfare promulgated the "After-School Children’s Club" policy,to the Ministry of Education,Culture,Sports,Science and Technology’s free "After-School Children’s Classroom" policy for all children,and finally to the joint promotion of the two departments Implementation of the relevant policies under the "Comprehensive Program for Children After School".From the government level,we will continue to create opportunities to solve the problem of after-school services for students,ease the gap between the rich and the poor,reduce the burden on parents,and promote education equity.At present,under the double reduction policy in my country,the after-school service in schools is still in the initial trial stage.Therefore,it is of great significance for the development of after-school service in my country to analyze and learn from Japan’s after-school service policy in primary schools.Taking after-school service policy in Japanese primary school as the research object,the research methods such as literature analysis method,historical research method and comparative research method are adopted.This paper traces the development background and evolution of Japan’s after-school service policy,and explores Japan’s after-school service policy in primary schools from the aspects of implementation subject,service object,service time,and service content.Through the research on the supply guarantee mechanism of after-school services in Japan,it is found that the after-school service policy in Japan is jointly promoted by governments at all levels,and the people at the social level actively participate in the implementation.In the continuous development of policies,the supply guarantee mechanism of after-school services has become more and more perfect,and the supporting designs are relatively diverse.At present,after-school services in Japan are mainly a comprehensive plan jointly promoted by the Ministry of Health,Labour and Welfare and the Ministry of Education,Culture,Sports,Science and Technology.The smooth implementation of the plan cannot be separated from the active participation of the Japan School Operation Association and the Regional School Promotion Headquarters and other organizations.Finally,summarize the current situation and existing problems of after-school service in our country,learn from the development advantages of Japan’s after-school service policy,and discuss the construction of a guarantee mechanism for the good operation of after-school service in my country. |
