At present,the basic contradiction of education in our country has been upgraded to the contradiction between unbalanced and inadequate development and people's growing needs for education.However,teachers are the most active and creative factors in education.In order to alleviate contradictions and promote the balanced development of compulsory education,in 2014,the Ministry of Education,the Ministry of Finance and the Ministry of Human Resources and Social Security jointly issued the Opinions on Promoting the Exchange and Rotation of Principals and Teachers of Compulsory Education Schools in Counties(Districts),which clearly defined for the first time "comprehensively promoting the management reform of the compulsory education teachers' team" county management and school employment ".In 2017,Guangdong Province issued the Opinions on Promoting the Management Reform of "County-managed School Employment" of Primary and Secondary School Teachers,and started the management reform of "County-managed School Employment" of teachers.By using the method of literature analysis,the author found that: in the process of implementing "county management and school employment" in various places,some achievements have been made,but also many problems have been exposed.As a compulsory teacher in L County of Guangdong Province,and as a personal experience of "county-managed school engagement",the author deeply studies and analyzes the "county-managed school engagement" implemented by teachers in L County by literature analysis,questionnaire survey,interview survey and observation.Through on-the-spot investigation,the author summarizes the achievements made by the implementation of "county management and school employment" for teachers in the compulsory section of L county,and finds out the difficulties they are facing.Then,combining theory with practice,it is analyzed that the reasons why the implementation of "county management and school employment" in L County,Guangdong Province is facing difficulties are as follows: The top-level design made by the county education administrative department is not reasonable enough,the supporting system to meet the different needs of teachers' mobility has not been established,teacher mobility system lacks complete and scientific implementation procedures,the level of school education management lags behind that of principals' leadership,the reform is too strong for teachers to adjust their psychological state,and there is a lack of humanistic care for teachers in the process of policy implementation.Finally,under the guidance of Marx's theory of human studies,the author insists on people-oriented,starting from the fact that teachers are realistic people,combining Maslow's hierarchy of needs theory and adopting Linde blom's decision theory,and draws the countermeasures to break through the dilemma of "county management and school employment" : First,the state must establish the status of teachers as civil servants in compulsory period,allocate special policy subsidies at the provincial level as a whole,and issue special legal documents to guide the reform and speed up the integration of urban and rural areas.Second,the county-level education administrative departments should provide supporting measures for teacher mobility,improve the implementation procedures of teacher mobility,establish a psychological assistance center for teachers,and carry out moderate reform and people-oriented.Third,schools should break the school-based concept and establish overall awareness;The reform of principal rank system encourages the promotion of principals;Administrative institutionalization should pay more attention to "people";Attach importance to campus ecology and build a harmonious campus.Fourth,teachers should learn to adjust themselves and establish a sound psychology.There should be a ego in our eyes,and a "big ego" in our heart.Life-long learning can achieve major and self-growth can realize educational dream.
