Compulsory education determines the whole people quality and international competitiveness of the country's future.Every country in the world attaches great importance to the quality of compulsory education and starts establishing the perfect quality-monitoring system of compulsory education.Compulsory education in China is realizing the historical leap from basic popularization to quality improvement,from quantitative development to qualitative development,and from attending school to receiving a good schooling.In order to achieve the transformation from the primary balanced development to high quality balanced development,our country reinforces education supervision and monitor to guarantee that the cause of compulsory education monitor is characterized by high beginning,high efficiency,and high level.Currently,monitoring of balanced development of compulsory education in the counties is not only lowest,but also the most favorable condition and practicable.Nevertheless,the centralized monitor on the compulsory education balanced development results in the skepticism about its scientific and democracy.Accordingly,third-sector society organizations should be encouraged to actively participate,aiming to form a new pattern of multi-agent coordination management.With the development of subjects'diversification,it is very difficult to form a joint force due to the lack of coordination among the subjects.Therefore,how to facilitate the coordination among various subject,attracted more and more attention.This dissertation has chosen the insufficient coordination problems between the government and the third-sector of which in the balanced development of compulsory education in S-county as the logical starting point.The writer integrates the basic theory of subjects(e.g.,management,pedagogy)and research methods(e.g.,literature method,investigation),to systematically sort out the balanced development of compulsory education in S-county in terms of theoretical basis,analysis framework,cooperation status analysis,and cause analysis.Also,overall and concrete strategies are proposed after reflecting,respectively.The main contents of the dissertation are as the following parts:Part One,the paper presents the theoretical basis and analysis framework of researching on the cooperation problems of the compulsory education balanced development.Specifically,the theoretical basis of this dissertation is constituted by theory of balanced development of compulsory education monitor in the counties,theory of coordination,and theory of modern governance.In particular,the coordination theory is utilized to approach the problems of fragmentation and diversification.The analysis framework mainly consists of coordinated fashion,coordination function orientation,and coordination,respectively.Part Two,it introduces the insufficient coordination situation of the balanced development of compulsory education monitor in S-county.This part first start with the basic situation of compulsory education,the situation of balanced development,and the details of monitor implementation,systematically clarify the effectiveness and deficiencies of the coordination topic.To be specific,the effectiveness content mainly includes investments in education,resource allocation,teachers,quality of education and social satisfactions.On the other hand,the deficiencies content mainly involves the government centralized monitoring,the third-sector is difficult to integrate into,the third-sector is ignored,and fragmented government functions.Part Three details the reasons of insufficient coordination in the balanced development of compulsory education monitor of S-country.From the perspective of coordinating management,the dissertation devotes to analyze the causes:Lack of third-sector monitor organizations results in that public satisfaction is not high.Monitor is lack of innovation lead to that the monitor becomes formulaic.The shortage of the overall layout causes that political achievement concept is inappropriate.The unclear of governmental authority and responsibility boundary results in the habit of buck-passing.Part Four proposes the overall and concrete strategies to ameliorate the insufficient coordination problem.Specifically,the overall strategies includes:Strengthening the coordinating management by introducing third-sector monitor organizations.Establishing innovative ideas aims to break through the centralized monitor of government.Refining the top-level design is intended to achieve sustainable monitor.Circumscribing authority subject to law is to ensure the independence of the third-sector.The concrete strategies involves:Management,running,and evaluation not only needs separation,but also coordination.Government coordinates third-sector monitor organizations to achieve monitor transformation from delegation to multi-agent types.Cultivating the mutual trust among monitor agents enables the maximum coordination advantages.Perfecting technique system of monitor quantifies monitor objectives.
