The balanced development of education is a basic national policy of promotingthe equity of education. In order to promote the balanced development of education,we should promote the balanced development of compulsory education firstly. Torealize the balanced development of education, resource configuration is the key.Atpresent, there is a deep gap between urban and rural areas,between the shools on theresources of compulsory education.This study intends to aim at the current weak link-----the lack study in the teachers’ development between rural and urban areas inminority autonomous counties.We choose the teachers’ development of yi and daiminority autonomous counties----Xinping Yunnan as a case study. Through theanalysis of the investigation,finding out the gap between urban and rural teachers’development in all aspects of the minority autonomous county,and combining withthe situation of the county’s education,the author put forward effective advices andcounter measures to narrow the gap,to promote the balanced development of teacherresources.This paper is divided into six chapters:Chapter1, Introduction. This chapter is mainly about the problem, the target, thesignificance of the study, brief description of the methods and the summary of thedomestic and international research on this subject.Chapter2, some core concepts and theoretical basis.This chapter focuses ondefining the core concepts such as national autonomous counties, teacher’s resourcesand balanced development. And,we state the main theoretical basis such as EducationFair, teachers’ professional development and sustainable development of education.Chapter3, the basic situation of the urban and rural teachers’ balanceddevelopment of compulsory education in Xinping county. This chapter focuses on thestudy of the new teachers’ recruitment, configuration, flow analysis and that of thesituation of teachers’ training and development space.Chapter4, the major measures and results to promote the urban and rural teachers’ balanced development in the past10years of Xinping.Chapter5,the issues and cause to promote the urban and rural teachers’ balanceddevelopment in the past10years of Xinping. This chapter mainly exams the mainproblems in the urban and rural teachers’ development from the dual structure inurban and rural,key school system,the National Rural Policy and the imperfectionsof teacher-training system and analyze the causes.Chapter6, the measures to promote the urban and rural teachers’ balanceddevelopment of the minority autonomous county.Breaking the dual structure in urbanand rural,building the integration between urban and rural areas,planning theco-ordinate county education,creating a school-based training and Waking upteachers’ initiatives are included.
