As the centre of gravity of social governance moves down to urban and rural communities,improving the effectiveness of community governance is related to residents' sense of belonging and identity in the community,the issue of community participation of urban residents has been a hot issue in community management.Insufficient community participation is an important problem faced in community governance and a major issue in community construction and development,and in the face of the growing and diversified needs of residents,the government has changed from governance philosophy to institutional innovation to drive the diversified development of community governance subjects.Against the background of the current national efforts to promote community building and community governance,this paper attempts to explore the role of social work in promoting community participation of urban residents and promoting the sense of ownership of community residents through a case study.This paper focuses on the Y community in Guiyang City,and takes the community social work project of "Community Social Work for Three Senses of Community" as the research content.Based on the analysis of data collected through non-participatory observation and semi-structured interviews,the paper analyses the causes of the problems in residents' community participation,and closely integrates the residents' needs under the guidance of the regional development model.The project aims to develop service objectives and design service programmes to promote residents' participation in community affairs through service hours,and to increase their motivation to participate in community activities.The programme is divided into several phases,namely the pre-project preparation period,the project practice period and the project evaluation period.The first phase involves building professional relationships by seeking community support,visiting key community actors and consolidating community resources.In the middle stage,we empower residents to "return" their community rights and enhance their participation capacity,and assist them in establishing neighbourhood associations and building a participation system to broaden their participation channels.In the later stages,community-themed activities and innovative online participation methods were developed to enhance residents' awareness of the need to participate in the community and to promote the branding of community services.The evaluation found that residents have broadened their participation channels and increased their enthusiasm for participation,but social work in promoting residents' community participation suffers from inadequate preliminary work and unsubstantiated professional relationships;ambiguous professional talent medium and additional administrative affairs;high turnover of project staff and inadequate evaluation mechanisms;and the construction of community social organisations and weak sustainability,among other real-life problems,which need to be addressed in establishing professional relationships,enhancing residents' main awareness,strengthening the construction of talent teams and project management,improving the diversified evaluation system and integrating community resources to deepen the construction of community social organisations,etc.Further strengthening is needed.
