The development of Omnimedia Times is the new challenges for the radio and television media organizations.In September 2020,the state issued the Opinions on Accelerating the Deeply Integrated Development of the Media,emphasizing the importance of talents in promoting the in-depth integrated development of the media,and elaborating how to promote the construction of the Omnimedia talent team from three aspects of the development environment,training system,personnel and distribution system,which points out the direction for the media to cultivate Omnimedia talents.Omnimedia talents are the "First-resource" for the in-depth integration and development of media in the new Times.However,how to build the talent echelon system that matches the in-depth integration and development of media can ensure the continuous and high-quality supply of talents and make talents truly become an important support for the sustainable development of media.Municipal radio and television stations are the "sandwich layer" of China’s radio and television media.But,they are central and provincial radio and television stations,and they are the media centers of counties and districts.The space for survival and development has been greatly squeezed.To varying degrees,there are problems such as the system didn`t works well,the profit is not high,and the talent supply is not enough.Whether the municipal radio and television stations can maintain their competitive advantages and make great progress in the deep integration of media is related to the security of the important ideological positions in China,and talents are the main driving force to push the municipal radio and television stations out of the survival predicament and seek development.This paper takes the N-city Radio and Television Station that has just completed the organizational reform and has been integrated for more than three years as an example.Through field surveys,questionnaires and face-to-face interviews,it analyzes and summarizes the development history and status quo,internal structure,basic status quo of human resources,talent incentive measures,promotion channels and the status quo and main practices of talent echelon construction of N-city Radio and Television Station.The research found the following problems: First,the talent structure does not match the development of the organizational strategy,there is no sustainable,stable and high-quality talent supply,there is a lack of Omnimedia talents,and there is a lack of successors and backup talents for key positions;Second,the organization did not have a comprehensive grasp of human resources and did not conduct a scientific and comprehensive talent inventory;Third,the competency model of key positions has not been established,and the employment standards of key positions have not been formulated;Fourth,the talent incentive measures are single and inflexible,which does not meet the needs of deep media integration in the Omnimedia Times.In view of the problems existing in the talent echelon construction of N-city Radio and Television Station,the reasons are analyzed as follows: first,the talent training work lacks comprehensive,scientific and systematic organization and design;Second,the organization did not pay enough attention to the construction of talent echelon,and did not consider how to build talent echelon from the organizational strategic level;Third,there is no institutionalized and procedural talent echelon management measures,which makes talent recruitment,talent training,talent reserve and other work less scientific,leading to the mismatch between talent echelon construction and organizational strategic development.This paper uses contingency theory,talent inventory,competency model and other basic theories,combined with the background characteristics of the Omnimedia Times,to analyze the quality requirements of all media talents and the current situation of human resources of N-city Radio and Television Station,find out the factors that do not match the two,and then conduct a talent inventory for one of the key positions-political news gathering and editing position,and try to build a competency model for this position,Put forward the countermeasures and suggestions for talent echelon construction of N-city Radio and Television Station.The main practices include establishing a talent echelon construction plan based on the organizational development plan,conducting a systematic and comprehensive talent inventory,and improving the talent training mechanism and talent incentive measures.
