Research On The Practice Of Social Work Intervening In Multi-governance Of Old Urban Communities

The innovation of social governance model puts forward new requirements for community grass-roots governance.The modernization transformation of governance system should emphasize the joint participation of multiple subjects,and the joint participation of multiple subjects in community grass-roots affairs solution has become the main development direction of innovative grass-roots governance at present.Community is the most basic unit of grass-roots social governance,and the proportion of old communities is increasing year by year,so the governance of old urban communities has become the biggest practical problem in front of grass-roots social governance.How to effectively unite communities,properties,residents,building leaders and social organizations,and use community resources or link external resources to participate in the governance of specific community affairs is the top priority of current community governance.Taking the M community garbage classification project as the breakthrough point,the author conducted a series of research on promoting multi-agent co-governance in the old community.The application of community multi-subjects' participation in community grass-roots affairs governance in community garbage classification governance,focusing on solving matters closely related to the vital interests of community residents,shifting garbage classification from "consciousness" to "action",effectively improving community health environment,thus enhancing the satisfaction and comfort of community residents' living environment and further promoting the innovation of community grass-roots affairs governance model.The unique resource advantages of the old community,i.e.,the close residents' contact network and the government's support for its rectification,have provided great help for social workers to intervene in the grass-roots affairs of garbage treatment in the old community.At the end of the service period,the community garbage treatment situation has been significantly improved,the community has established relatively perfect garbage classification related facilities,the residents initially formed garbage classification awareness,and the community grass-roots governance ability has been improved to some extent.The whole practical process is divided into five stages,namely,the initial exploration stage to understand the community situation,the mobilization stage to urge the participation of various subjects,the initial construction stage to establish a multi-subject governance stage to clarify the problems and establish a management mechanism and reward and punishment mechanism,the implementation of waste classification practice in the play stage,and the final evaluation stage to conduct process evaluation and effectiveness evaluation respectively.M community concretizes and refines the community health environment to the level of garbage classification,so as to play the role of each subject.
