Research On The Role And Function Of Community Social Workers In Community Consultative Governance

Deliberative governance is one of the forms of socialist deliberative democracy in China.It is an important means to promote the modernization of national governance system and governance capacity.Community is the cell unit of society,social consultative governance is inseparable from community consultative governance,which is an organic part of social consultative governance.At present,China's consultative governance model has changed from "blocking and controlling" to "Dredging",from "unitary management" to "multiple co governance",from "letting the people negotiate" to "consultation by the people".Social work has played a certain driving force in the transformation of consultative governance model with its professional skills and value ethics.As the carrier of professional ideas and methods of social work,community social workers take paying attention to the needs of community residents and emphasizing the participation of community residents as the purpose of carrying out consultative governance.Through case management,group activities,community work and other professional methods,they enhance the functions of the government,the community and social organizations,and become the link for multiple subjects to participate in community consultative governance,To be the coordinator and mediator of deliberative governance,to be the practical actor to promote the construction of community deliberative governance community.This paper focuses on the core issue of how to play the role of community social workers who master the professional knowledge of social work in the practice of community consultative governance.Taking Dongsheng Street in Yinzhou District of Ningbo City as the research object,from the perspective of empowerment theory,through observation and interview,this paper analyzes how community social workers promote the enhancement and coordination of the three aspects of government,community and social organization,so as to promote the healthy development of community consultative governance.It is found that community social workers can enhance the rationalization of consultation policies,enhance the consultation level of community residents,and strengthen the capacity-building of social organizations.At the same time,it is also found that in the process of continuous innovation and development of community consultation governance practice,a series of practical problems are gradually highlighted,which restrict the realization of social work functions,mainly as follows: the government consultation governance mechanism is not smooth Community negotiation atmosphere is not strong,social organizations lack credibility,and the role and function of community social workers conflict.In view of the above problems,this paper proposes some measures,such as advocating the government's empowerment to refine the negotiation rules and systems,enhancing the community negotiation atmosphere,revitalizing the main body,strengthening the role of social organizations,linking social resources,improving professional knowledge and skills,and clarifying the role positioning,so as to further expand the path to solve the dilemma of multi-agent participation in community negotiation governance,and enhance the participation of government,community and social organizations in community negotiation governance The ability to reason.
