Study On The Implementation Effect Of Talent Introduction Policy In Zhengzhou Under The Background Of National Central City Construction

Under the background of building a national central city,talents,as the primary driving force of economic and social development,play a key role in science and technology progress,industrial scale expansion and urban competitiveness enhancement.As a result,China's major cities are increasingly competing for talent,elevating the importance of talent to a new level and issuing policies to attract talent.As a new national central city,Zhengzhou has been endowed with a more important city orientation by the state.However,there are obvious gaps between Zhengzhou and other national central cities in the development of high-tech industries,technological innovation ability and the number of high-level talents.Therefore,it is necessary to vigorously introduce high-level talents to provide intellectual support for rapid development.After the introduction of the new talent policy in Zhengzhou in 2017,some achievements have been made in the scale and level of the introduction of talents.However,the new talent policy still has shortcomings in policy design,implementation and evaluation,which need to be further optimized and improved.Firstly,this paper uses literature research method to sort out the domestic and foreign literatures on the concept and mode of talent introduction,as well as the evaluation of the effect of talent introduction policies,so as to understand the latest research trends of talent introduction and the relevant concepts and theoretical basis.Secondly,it conducted a questionnaire survey on the personnel from related industries,and selected two representative cities,Guangzhou and Xi 'an,to analyze the talent introduction policies of Zhengzhou before and after the construction of the national central city by comparative analysis,as well as comparative analysis of the talent introduction policies of Guangzhou and Xi 'an.Finally,qualitative and quantitative methods were adopted to analyze the results of the questionnaire survey,and the evaluation system of the implementation effect of the talent introduction policy was established.The effects of the policy implementation in Zhengzhou,Guangzhou and Xi'an were compared vertically and horizontally.Through comparative analysis,it is found that the social participation in the formulation process of talent introduction policy in Zhengzhou is not high,and the combination with industrial policy is not close enough,and the use mechanism of high-level talent training is out of touch with the overall requirements of industrial development.Regional talent introduction policy publicity and service need to be strengthened,policy implementation coordination and control mechanism is not perfect;The policy evaluation mechanism is not perfect,the evaluation information feedback channel is not smooth,and so on.In terms of policy formulation,it is tried to put forward that the whole process of talent introduction policy formulation and the research mechanism of talent introduction policy should be standardized,and the guiding role of talent introduction policy should be well grasped.In the aspect of policy implementation,it proposes to strengthen the publicity and service of talent introduction policy and the coordination and control measures of talent introduction policy.In the aspect of policy evaluation,it proposes to adopt diversified evaluation subjects and enhance the optimization suggestions of feedback and application of performance evaluation information.This paper tries to through the study of Zhengzhou city in the center of the national construction under the background of the problems existing in the talent introduction policy implementation effect and put forward specific optimization Suggestions,to improve the scale and quality of talent introduction,Zhengzhou city,expand the radiation of the guide to policy,improve the talent service system,promote talent introduction policy implementation effect have a positive effect,It will help Zhengzhou occupy an advantage in the competition of national central cities,and try to provide reference for other national central cities to better play the guiding and motivating role of talent introduction policies.
