The modern economic society has entered an era of centralized urban development with core cities as the core growth.The National 13 th Five-Year Plan proposes to accelerate the development of a number of central cities,undertake national functions,promote regional coordinated development,and form economic development.New growth node.The national central city is proposed and built on the basis of the central city.It is at the top of the national central city system and is the highest representative of the national comprehensive level of economic,political and cultural development.It is an important carrier of the national development strategy.Building a national central city is of great significance for improving the national urban system,promoting regional coordinated development,enhancing the radiation and driving force of the central city,and winning international competition.At the end of 2016,the State Council clearly pointed out that it supports Zhengzhou to build a national central city in the “13th Five-Year Plan for Promoting the Rise of the Central Region”.Up to now,nine cities including Beijing,Tianjin,Shanghai,Guangzhou,Chongqing,Chengdu,Wuhan,Zhengzhou and Xi'an have been clearly positioned as national central cities.This paper compares the comprehensive strengths of Zhengzhou with other eight national central cities,and aims to find out the advantages and disadvantages of Zhengzhou's construction of a national central city,and then propose targeted countermeasures.On the basis of combing the relevant research results at home and abroad,this paper links the comprehensive strength of the national central city with its five functions of economic and trade agglomeration,regional radiation,opening to the outside,cultural innovation and social service.51 indicators,a multi-level indicator system including target layer,criterion layer,sub-criteria layer and indicator layer is constructed.Then,the entropy weight method is used to assign scientific weight to each layer of indicators.Through the entropy weight gray correlation model,Zhengzhou and the eight major countries The comprehensive strength of the central city and the five major functions are measured and scored.The evaluation results show that Zhengzhou ranks at the bottom of its comprehensive strength compared with other eight national central cities.It has the largest gap with Beijing,Shanghai and Guangzhou,and has a large gap with Tianjin,Chongqing and Chengdu.It has caught up with Wuhan and Xi'an.At the same time,its ranking of the five major functions is not optimistic.Only the regional radiation function is slightly stronger than that of Xi'an.Its economic and economic agglomeration function,opening up function,cultural innovation function and social service function score are all in the last national central city.Position,there are gaps with other countries in central cities.It is known that Zhengzhou,as a national central city,its economic and trade agglomeration function and regional radiation radiation function are not enough to drive its surrounding areas and lead the development of the Central Plains urban agglomeration;its opening up function,cultural innovation function and social service function are its The short-board of building a national central city is the focus of future efforts.The innovations of the thesis are as follows: Starting from the five core functions of the national central city,51 small indicators are selected,and the multi-level indicator system constructed is one of the innovation points of this paper;the other eight national central cities are compared with each other.The comparative analysis between cities,the choice of the comprehensiveness of the comparison object is the second innovation point of this paper.
