Driven by the strategy of building an innovative country,all sectors of society(including the government,enterprises and the public)are paying more and more attention to the level of scientific research in universities.Research in humanities and social sciences is vital to the future development of the country,playing a key role not only in supporting the national innovation system,but also in making a significant contribution to the development of social,cultural and personal identity.The outstanding performance of humanities and social sciences research in British and Australian universities benefits from the constantly improved scientific research evaluation system in British and Australian universities.For the evaluation of humanities and social sciences scientific research,obeying to the general evaluation framework for each discipline,the evaluation group of humanities and social sciences sets the detailed rules that conform to the characteristics of humanities and social sciences.The scientific research evaluation system of humanities and social sciences in British and Australian universities not only provides information about the quality and value of humanities and social sciences research for all sectors of society,but also points out the direction for the development of humanities and social sciences.This research use policy text analysis,historical analysis and comparative analysis.First,by systematically combing the evolution of the general framework of all subjects in the British and Australian scientific research evaluation systems and the differentiated evaluation programs of humanities and social sciences,it is found that the co-evolution logic of the British and Australian scientific research evaluation systems of humanities and social sciences is that the evaluation system becoming increasingly standardized;the changed evaluation focus from quantity of scientific research to quality of scientific research,and then to research impact.Secondly,the most important change--the motivation,background and process of introducing the dimension of scientific research impact--is analyzed in detail.It is concluded that the driving force of change in the two countries is to show the social value appeal of public research funding.There are practical foundation of the impact assessment of the humanities and social sciences research in both countries.The process of change in both countries is tortuous,and the evaluation schemes of the two countries affect each other.Again,content analysis has been made to the present humanities and social science research evaluation in these two countries.On the basis of comparison of the similarities and differences,the characteristics and law of development in humanities and social science evaluation have been summarized:for humanities and social science research evaluation are the method of representative research achievements by the experts of the peer review and the review of the research cycle for six years;for the evaluation of the impact of humanities and social sciences,a relatively broad definition of the impact of scientific research is adopted and expert evaluation is conducted according to the impact of scientific research materials.Finally,under the new situation of our country is analyzed the status quo and problems of humanities and social science evaluation system in colleges and universities,combining with the above it is concluded that British and Australian universities humanities and social science research evaluation system of common law of evolution and the current evaluation system,puts forward the policy Suggestions to perfect the evaluation system of humanities and social science research in our country include:give priority to with peer review method,prudent use quantitative indicators;attach importance to the evaluation of social impact of scientific research;enhance the timeliness and transparency of information disclosure in each stage of evaluation.
