The internationalization of higher education has been recognized as a way of education development in all countries.With the development of higher education,international students as an important component of internationalization has become diversified.In 2020,Japan has realized the "300,000 International Students Plan".The education of international students is no longer to meet the needs of a small number of groups,but to follow the path of elitism-mass-popularization.With the increasing number of students studying in Japan,the support for international students is no longer limited to the field of education,the interests of all parties the participant also eager to join the international students support system.At the same time,"International Students Support Center" in Japanese universities is gradually disappearing,"The International Exchange Affairs Center" was set up insteadly."The International Exchange Affairs Center" is responsible for receiving international students and domestic students to study abroad,marking the further development of the international students support system in Japanese universities.This paper examines the current situation of Japanese universities dealing with the diversity of international students through literature research and case studies.The first chapter analyzes the diversity of international students in Japanese universities through the data of international students in Japan.Diversification is not only an increase in the total number of students,but also an increase in the number of international students in the non-Chinese character circle,a rapid increase in the proportion of self-financed international students,and changes in the purpose of studying abroad.Then the paper sorts out the two stages of the international students support policy and outlines the background and motivation of the development of the international students support system.The second chapter reviews the history of the development of the support system for international students in Japan,analyzes the connotation of the support system for international students from the specific activities of the support system,and discusses the composition of the support system for international students in combination with the security system for international students.The third chapter summarizes the functions,characteristics and defic iencies of the international students support system.Finally,in the conclusion,try to put forward some useful lessons for our country,such as the construction of the international student support system with multi-participation and the strengthening of the standardization and specialization of the international student support system.In a word,this study found that Japan has gradually changed from a student service system in American universities to an international student support system with its own characteristics that meets its development needs.This system involves all aspects of international students' life,study and research.The core of the system is the multi-stakeholder participation,and the basic guarantee is a high degree of specialization and multi-stakeholder coordination.At the same time,there are problems of fairness and effectiveness in the process of development.Since the international student support service system in China needs to be developed,this study has certain reference significance.
