After entering the 21st century,with the development of economic globalization,countries all over the world pay more and more attention to retaining and attracting talents.The sharing of global educational research achievements has greatly accelerated the internationalization of education.From the level of national diplomacy to the level of non-governmental exchanges,China needs many talents with intenlational vision,international knowledge,and intermational ability to fully adapt to the rapid social change and development under the background of globalization.Sichuan education is the epitome of national education.There is not only Chengdu Plain education which can be compared with the developed areas in the east of China,but also the education in poverty-stricken mountainous areas around the basin,and the education in the three minority autonomous prefectures in the Western Sichuan Plateau with typical Western characteristics.In order to improve the implementation level of higher education internationalization policy in Sichuan Province,this paper analyzes the motivation,risk,and current situation of higher education internationalization policy in Sichuan Province throu gh a cognitive perspective on policy implementation.At the same time,a total of 373 valid questionnaires were collected from college teachers and students in Sichuan Province.Descriptive analysis was used to make a systematic analysis and Research on the implementation status of higher education internationalization policy in Sichuan Province from the aspects of cognition,implementation status,implementation satisfaction and satisfaction impact.Through the analysis and research,we know that the implementation process of higher education internationalization policy in Sichuan Province is still not perfect,there are many deficiencies.At the level of higher education internationalization policy-making,the national policy is the main policy,and the local government and universities have less policies and mechanisms for the characteristics of local universities;in the implementation level of higher education internationalization policy,there are some problems,such as the working process is not transparent,the assessment method is not clear and reasonable,and the evaluation rules are not perfect From th e aspec of publicity,teachers and students in Colleges and universities have a superficial understanding of the internationalization policy of higher education,and they have no effective understanding of the whole.Through the systematic analysis of the above empirical survey results,and combined with the analysis of in-depth interviews conducted with 19 relevant personel from 10 different universities in Sichuan Province,this paper puts forward the.optimization suggestions for the implementation of higher education internationalization policy in Sichuan Province:First,we should improve the higher education internationalization policy research scientifically in combination with the domestic and foreign environment.Second,we should improve the scientific literacy of policy stakeholders,delegate power approprriately,and improve the quality of policy services.Third,we should guide the implementation of policies scientifically to promote the coordinated development of higher education internationalization in Sichuan Province.Fourth,we should establish and improve policy publicity and supervision methods.Through the above countermeasures and suggestions,we can provide certain benefits for promoting the implementation of higher education internationalization policy in Sichuan Province.
