Under the background of social governance innovation,from the perspective of embedded theory,this study selects the representative social organization service center of T Street,Y District,Nanjing City as a case,and analyzes the function of the hub-type social work organization through action research on typical cases.First,sort out the development history and system ecology of China's hub-based social work organizations,and on the basis of forming a holistic understanding,summarize and find that hub-based social-work organizations are expected to play a coordination-enhancement-leading function.Secondly,taking the T Street Social Organization Service Center in Y District,Nanjing City as an example,in the hub practice,there are four strategic mechanisms of “political embedding”,“organizational embedding”,“project operation” and“value transmission”in the practice of the hub-type social work organization are investigated,and it is found that the embeddedness of the hub-type social work organization presents a“seamlesshierarchicalembedded structure”and a“negotiated two-way embedded relationship”embeddedness,and summarizes the embedded governance practice operating mechanism of the hub-type social work organization.Later,after reviewing the functional status of the hub-type social work organization,it was found that the practical feedback was not exactly the same as the expected concept,there a certain degree of“out-of-focus”.The three functions of “cooperation-enhancement-leading”were provided to“agent-custody-demonstration”has deviated.From the perspective of embeddedness,we analyze the causes of the difficulties of the hub-type social work organization.It is found that in the embedded structure,the function position is fuzzy and the functions are chaotic and complicated,and the organizational human structure is unreasonable,in terms of the embedded relationship,the“dependency”politics social relations and “custodial” social-community relations also restrict the function of pivotal social work organizations.Finally,according to the analysis results,corresponding optimization approaches are proposed for the hub-type social work organization: through clear organizational positioning in the system,and policy protection of organizational manpower to improve the embedded structure;through regulating the relationship between rights and obligations,improving the government purchase mechanism,and breaking the “trust”logic.Form a “co-advance”partnership to adjust the embedded relationship.With a view to promoting hub-based social work organizations to take root and develop upward.Provide warm service in a professional manner.
