Process Knowledge Of Social Work To Promote Residents' Participation In Community Consultation

Community consultation is one of the effective ways to improve the community governance system and modernize governance capabilities.The professional knowledge process of "caring","management" and "healing" of social work can effectively promote the presentation of community consultation procedures,consultation issues,and consultation effects,and in particular can stimulate residents' motivation to participate and change the current state of weak residents' participation.Community social workers are the carriers of the professional concept of social work in the community.In the practice of community consultation organizations,how to change the passive status of residents and promote the effective participation of residents in community consultations is the focus of this article.This article is based on the development process of the consultation work of residents' conventions in the four communities of Wutong Street,Tongxiang City,and follows the analytical logic of qualitative research.It uses non-participatory observation and interview methods to collect data,and observes the development and implementation of community conventions by community workers.During the practical process,it was found that community workers used the four-step method of "fixing,brightening,fulfilling,and evaluating" to improve the construction of the convention,reflecting the professional concept of social work to promote community participation.Based on the analysis of the four basic systems of specific operators,service objects,goals and actions,and based on the theory of community system and structural holes,the study found that the internal mechanism of social work to promote residents to participate in the community consultation operation mechanism is mainly embodied in three aspects.First,use the knowledge of "caring" in communities where there are no business committees and other autonomous organizations,starting from community workers and microgrid leaders inviting community enthusiastic residents and residents with governance willingness to determine the first batch of core backbone members of consultated autonomous organizations list;in communities where owners' committees or autonomous organizations have been established,community workers,grid leaders,autonomous organizations or members of the owners' committee are the first members to discover a group of residents with credibility,sense of responsibility and dedication in the community.A community consultation autonomous organization composed of community residents,talented individuals and other elite residents,promotes the consultation organization to draft consultation topics based on the needs of all community residents,and achieve a wide range of community residents' participation.Secondly,use the knowledge of "management" to build a network of community consultation relationships by building and bridging to ensure the participation of multiple subjects in community consultation.Finally,use the knowledge of "healing" to optimize the link path of the community system,regulate the governance of community consultation by the system,realize equal participation and rational consultation,and promote the implementation of community consultation results and the mutual promotion of residents' consultation consciousness and consultation ability.The study found that,in accordance with the logic of residents,systems,and networks,supporting and guiding skills and information sharing methods are the key to creating a rational and equal consultation public space.Excavating residents' motivation for participation,regulating rights with order,and maintaining order with rights are important steps to maintain the healthy operation of residents' public power.Building social capital and cultivating residents' leaders,and promoting residents' transition from constructive participation to endogenous participation are important means to help others help themselves.The study also found that social work still has shortcomings in the process of promoting residents to participate in community consultations,which are specifically reflected in the lack of rational awareness and ability of residents,the absence of restrictions on the rights and responsibilities of the relationship network,and the reduction of residents' normal participation motivation that needs to be further resolved.In this regard,this article tentatively proposes three optimization paths,including enhancing the ability of rational consultation and consultation awareness,strengthening the constraints of the rights and responsibilities of multiple subjects,and promoting the sustainable development of community consultation.
