The strength competition of a country or a region is actually the competition of talents in the final analysis.With the rapid development of society,the importance of talents has been paid more and more attention.In order to attract and gather talents,governments,enterprises and universities all over the country have issued policies and measures to attract talents,and the competition for talents is also white hot.In this context,in order to continuously enhance the school running level and competitiveness of the University and optimize the construction of teaching staff,the North Minzu University,located in the western region of Ningxia,has also issued corresponding high-level talent introduction policies to attract leading talents and excellent high-level talents faster and better.This paper takes the implementation of high-level talent introduction policy of North Minzu University as the research object,with the help of Smith policy implementation theory and Maslow demand theory,studies from several dimensions affecting the effect of policy implementation,and comprehensively and objectively understands the implementation of high-level talent introduction policy of the university through literature analysis,questionnaire research and key person interviews.Through the analysis of the obtained literature and survey data,this paper summarizes the deviation in the implementation of the high-level talent introduction policy of the University,the existing problems and reasons,and puts forward targeted and operable countermeasures and suggestions from the four aspects of idealized policy,executive organization,target group and environmental factors.Therefore,the research of this paper can improve the implementation efficiency of the high-level talent introduction policy of the university to a certain extent and increase the effectiveness of talent introduction.It has important practical significance for the North Minzu University to achieve the goal of strengthening the university with talents.The improvement of the introduction efficiency of high-level talents will not only help to enhance the school running level and level of the North Minzu University and the overall faculty,but also improve the quality of higher education and teaching in ethnic minority areas.It is also of great significance to the development of the education,scientific research level and innovation ability of undergraduate colleges and universities in Ningxia.
