Research On The Evaluation Of High-quality Development Of Shandong Modern Marine Industry Supply Chai

Constructing a new pattern of high-quality development of modern Marine industry is an important measure to promote the transformation and upgrading of Shandong’s traditional Marine industry,and also a powerful engine to promote the highquality development of Shandong’s Marine economy.The Shandong Provincial government has successively issued the 14 th Five-Year Plan for Marine Economic Development of Shandong Province,the Action Plan for Building a Strong Marine Province,and the 2022 Action Plan for Modern Marine Industry,providing the guiding ideology and action guidelines for the high-quality development of Shandong’s modern Marine industry.The construction of modern Marine industry supply chain system will speed up the process of Marine industry intensification and modernization,is the focus of modern Marine industry high quality development.However,there are many weaknesses in Shandong modern Marine industry supply chain,so it is urgent to strengthen the forward-looking planning and top-level design,promote the optimization and upgrading of the supply chain,and then promote the high-quality development of Shandong modern Marine industry supply chain.Through analyzing the existing literature,it is found that there are few studies on the high-quality development of modern Marine industrial supply chain at home and abroad.Therefore,based on the concept and requirements of high quality development,this paper makes a more indepth evaluation and research on the high quality development level of Shandong modern Marine industry supply chain.First of all,analyze the theoretical implication of high-quality development of modern marine industry supply chain,and lay a theoretical foundation for research;At the same time,analyze the development status of Shandong’s modern marine industry and supply chain of modern marine industry,and explore the weaknesses and entry points of the current high-quality development of Shandong’s modern marine industry supply chain.Secondly,build a measurement index system for the high-quality development of Shandong’s modern marine industry supply chain.Based on the supply chain policy of Shandong modern marine industry,combined with relevant literature research,the measurement index system for the high-quality development of Shandong modern marine industry supply chain is initially constructed;By calculating the grey correlation degree,the indicators with low correlation degree with the high-quality development of Shandong modern marine industry supply chain are eliminated;The factor analysis method is used to extract four common factors as first-level indicators,which are respectively named as innovative development,flexible development,collaborative development and green development.Thirdly,the high quality development level of Shandong modern Marine industry supply chain is evaluated comprehensively.The weight of each evaluation index of high quality development of Shandong modern Marine industry supply chain was measured by entropy value method,and it was found that innovative development and flexible development occupy higher weight.This paper comprehensively evaluates the high quality development level of Shandong modern Marine industry supply chain by means of extension excellence evaluation method,and finds that the innovative development and collaborative development ability of Shandong modern Marine industry supply chain are at a high level,and the flexible development and green development ability are at a general level.Finally,the paper classifies and evaluates the high quality development level of Shandong modern Marine industry supply chain.The three-stage DEA model was used to classify and evaluate four first-level indicators of high-quality development of modern Marine industry supply chain in Shandong,and the differences of innovation efficiency,flexibility efficiency,collaborative efficiency and green efficiency of modern Marine industry supply chain between Shandong and other coastal provinces and cities from 2011 to 2020 were compared and analyzed.The results show that the innovation efficiency,flexibility efficiency and green efficiency of the high-quality development of modern Marine industry supply chain in Shandong are in the second rank among 11 coastal provinces and cities.Collaborative efficiency is ranked first among 11 coastal provinces and cities.Based on the above evaluation results,corresponding countermeasures and suggestions are proposed from six dimensions:increasing innovation investment,improving supply chain stability,strengthening regional cooperation,promoting Marine ecological restoration,establishing information sharing platform,and government innovative Marine policies.
