Research On The Cooperation Of China And South Korea In A Disaster Of Marine Environmental Pollution Emergency Management

China and South Korea face each other across the sea and share common Marine resources.Since ancient times,the trade between China and South Korea has been conducted in the space of the sea.However,the frequent exploitation of Marine resources between China and South Korea has brought huge economic benefits as well as a series of resource and environmental problems.Due to the mobility,connectivity and multi-directional openness of the ocean,local environmental pollution will not only cause serious damage to the Marine environmental pollution management and Marine economic development,but also cause great damage to the other country.In 1993 China and South Korea formally signed the "China South Korea environmental cooperation agreement",which created a good platform for the development of marine environmental cooperation between the two countries,and basically formed a relatively mature and stable environmental cooperation system.However,the current cooperation between China and South Korea in Marine environment is affected by politics,economy,history and other inevitable factors,so the marine environment cooperation between China and South Korea is still in its infancy,and has not established a stable organization and a mature and complete institutionalized and normalized cooperation mechanism.Therefore,for the sustainable development of the Marine economy of China and the South Korea,it is not only necessary to strengthen the management of their own Marine environment,but also to promote the Marine environmental protection cooperation between China and the South Korea.To achieve the research purpose,this paper first analyzed the current situation,existing problems and causes of the Marine environmental cooperation mechanism between China and South Korea,and then discussed the successful experience of cooperation in prevention and control of marine pollution in Europe,China and Japan,South Korea and Japan,and learn from them.Finally,this paper treat the Marine environmental pollution as a whole,put forward some cooperation strategies about how to promote the Marine environmental protection cooperation between China and the South Korea as folowings:First of all,China and the South Korea should strengthen the awareness of Marine environment community,reject the influence of political,economic,historical and other factors on Marine environment cooperation,establish the institutionalized and normalized mechanism of china-South Korea Marine environment cooperation,and set up organizational institutions.Second,China and South Korea should establish multi-channel financing channels,increase the investment of environmental protection funds by the two governments,and strive to win investment support from international environmental protection organizations,banks,enterprises,non-governmental organizations for China-South Korea Marine environment cooperation.Thirdly,a timely and effective information sharing platform and maritime emergency contact hotline should be established to ensure timely disclosure and access of information in the event of a major Marine pollution accident,so as to ensure that China and South Korea can jointly prevent and control pollution accidents in a prompt,effective and timely manner.Finally,China and the South Korea should establish a multi-level,multi-subject and multi-form regular joint exercise mechanism to improve the level of cooperation between the two countries in Marine environmental pollution prevention and control.In addition,China and the South Korea should establish a diversified participation mechanism in the prevention and control of Marine environmental pollution,and fully mobilize all social forces that can be mobilized,including citizens,enterprises and Non-Governmental organizations,to actively participate in the cooperation in Marine environmental protection.
