| In recent years,while China’s economic strength has grown steadily,China has also become a major carbon emitter,with high greenhouse gas emissions,poor energy structure,and unbalanced industrial structure.Facing the difficult challenge of global warming,China,as a responsible socialist modern country,has quickly built a new development pattern,promoted the realization of the "five in one" layout,and shifted the rapid economic development to high-quality development.Also,we specify the time of carbon peak and carbon neutralization,with implementing the national strategy actively.However,the "double carbon" target faces problems such as large emission reduction,heavy transformation tasks and tight time window.So,achieving high-quality economic development and reducing greenhouse gas emissions in order to achieve the "double carbon" target as scheduled require not only the active exploration of the central government,but also the active action of local governments.Therefore,this paper analyzes the impact of government environmental governance on high-quality economic development from the perspective of greenhouse gas emissions and green transformation of industrial structure.Based on this background,this paper first combs and defines the literature by reading domestic and foreign literature,and then understands the theoretical basis and makes research hypotheses.In the empirical analysis,this paper uses the panel data of 30 provinces,municipalities and autonomous regions in Chinese Mainland except Tibet.Based on the measurement of total factor productivity,greenhouse gas emission intensity and the proportion of the frequency of government environmental governance words,we constructed the mediating effect model,spatial Durbin model,and panel threshold model to carry out the empirical analysis.The specific conclusions are as follows:(1)There is a "green paradox" phenomenon in the implementation of current government environmental governance.Environmental policies have a negative impact on the high-quality economic development and the reduction of greenhouse gas emission intensity.Through the intermediary effect test,it is found that greenhouse gas emissions have intermediary effects between environmental governance and high-quality economic development.(2)According to the results of Moran Index,there is a significant positive spatial correlation between high-quality economic development and greenhouse gas emissions,and the correlation degree shows an increasing trend with year.(3)From the results of the spatial Durbin model,the role of local government environmental regulation on high-quality economic development is not obvious,but it promotes the emission of greenhouse gases.The increase in the intensity of government environmental regulation in neighboring regions will lead to a decline in the degree of high-quality economic development and an increase in greenhouse gas emissions.(4)There is a "U" type nonlinear relationship between government environmental governance and high-quality economic development,a "inverted U" type nonlinear relationship between government environmental governance and greenhouse gas emissions.The different development levels and resource endowments of different regions affect the role of government environmental governance on both.The effective implementation of environmental policies can achieve a win-win situation of promoting economic development and reducing greenhouse gas emissions within a certain range.(5)Government environmental governance can achieve high-quality economic development only when the green transformation of industrial structure reaches a certain degree,and there is a spatial effect.Finally,according to the analysis above,we put forward targeted suggestions from three aspects: enterprises,government and governance system. |
