Economic Analysis Of The Utilization Of Crop Straw Resources In Shandong Province

Crop straw is the main waste generated in the agricultural production process.As an important biomass energy and agricultural by-product,if it can be reasonably utilized,it will generate huge ecological and economic benefits.The resource utilization of straw belongs to the rational utilization of biomass energy.This utilization method is not only of great significance for improving the agricultural ecological environment and achieving sustainable agricultural development,but also helps to increase farmers’ income,improve their quality of life,promote rural economic development,and solve problems such as rural employment difficulties.Shandong is a major province in China’s grain production,as well as a major province for grain reserves,circulation,processing,and transformation.It is a "big granary" and "base" to ensure China’s grain supply,with abundant straw resources.Through the estimation of straw resources in various cities in our province,it was found that the six regions of Dezhou,Liaocheng,Heze,Weifang,Jining,and Linyi have higher straw yields,accounting for approximately 60.1% of the total straw production in Shandong Province.Therefore,this article establishes the above six regions as the main production areas of crop straw in our province and selects them as the research areas to reflect the overall situation of straw resource utilization in Shandong Province.By establishing a three-stage DEA model,evaluate and analyze the samples of straw resource utilization in the survey data.The results show that the efficiency of straw resource utilization by farmers in the main straw producing areas of Shandong Province is relatively low,and after excluding the influence of external environment and random interference,the average comprehensive efficiency,pure technical efficiency,and scale efficiency of straw resource utilization by farmers have all changed.Environmental variables such as technical training,financial subsidies,and farmers’ awareness have a certain impact on the efficiency of straw resource utilization.As the core subject of straw resource utilization,farmers are important participants in straw resource utilization.Therefore,identifying the key factors that affect whether farmers engage in straw resource utilization plays a decisive role in improving the degree of straw resource utilization,achieving income growth for farmers,promoting sustainable development of rural economy,and protecting the ecological environment.In order to identify the key factors affecting the utilization of crop straw resources in Shandong Province,based on 801 household survey data from the perspective of farmers,a binary logistic regression model was established to conduct in-depth analysis of the utilization of crop straw resources in Shandong Province.The analysis is mainly conducted from three aspects: farmers’ characteristics,family characteristics,and external characteristics(including market environment and policy environment).The results showed that: the gender of farmers,educational level,per capita net income of the family,whether to join a professional economic cooperation organization,whether there is a straw recycling subsidy in the location,whether there is a straw recycling location nearby,and the straw recycling price in the location can all exert a significant positive impact.Based on the analysis of the survey results,this article proposes the following four countermeasures and suggestions: First,strengthen the comprehensive quality training of farmers,and provide guidance on straw related technologies.Secondly,establish professional cooperatives for straw resource utilization and establish a sound straw collection,storage and transportation system.Third,increase the promotion and supervision of the prohibition of straw burning,and formulate a sound straw burning prohibition policy.Fourth,improve the government’s financial subsidy policies for the utilization of straw resources,and enhance the enthusiasm of farmers for the utilization of straw resources.
