| Since the founding of New China,thanks to the joint efforts of the whole Party and the people of all ethnic groups,China’s economy has developed rapidly,the national economy has continued to recover,and the level of development has reached a new level.As the pillar industry of China’s national economy,the production and sales volume of automobiles has ranked first in the world for 12 consecutive years.According to statistics,by the end of 2020,national car ownership has reached 281 million,followed by a growing scale of end-of-life vehicles.According to the data of the China Automobile Circulation Association,a complete end-of-life vehicle contains a lot of renewable resources,including about 72% of steel(69% of steel+3% of cast iron),11% of plastics,8% of rubber and 6%of non-ferrous metals.More than 90% of steel and non-ferrous metal parts on the vehicle can be recycled,and more than 50% of glass and plastic can be recycled.In addition,the exhaust emissions of end-of-life vehicles are several times that of ordinary vehicles,and there are more harmful substances.However,there are some problems in the ELV reverse logistics industry,such as poor information communication and rampant illegal channels,which greatly reduce the recycling rate of ELVs.The Notice on Printing and Distributing the Pilot Implementation Plan for the Extension of Producer Responsibility of Automobile Products pointed out that it is necessary to improve the utilization rate of waste automobile resources,promote the large-scale,standardized and high-value utilization of scrapped automobile disassembly products,and form an implementation mode for the extension of producer responsibility of automobile products that is suitable for China’s national conditions.Therefore,the research on the ELVs reverse logistics industry has important theoretical significance and practical value.This thesis discusses how the government promotes the development of ELVs reverse logistics industry by using evolutionary game theory and simulation analysis through Matlab.This thesis first analyzes the main body and its specific process in the process of ELVs reverse logistics,and concludes that the government,automobile production enterprises and recycling enterprises are in the core position in this process,so this thesis selects these three as the participants in the evolutionary game model.Because it is the key to solving the problem that the automobile production enterprise undertakes the reverse logistics of scrapped automobiles by itself,this thesis first constructs the evolutionary game model between the government and the automobile production enterprise,and then carries out simulation analysis.After that,considering the small scale of China’s automobile production enterprises and other specific circumstances,the cooperation between automobile production enterprises and recycling enterprises is also a good way,a tripartite evolutionary game model of the government,automobile production enterprises and recycling enterprises was built,and then simulation analysis was also carried out.Through the analysis of the simulation results of the first evolutionary game model,it is concluded that the operating costs of automobile production enterprises,the degree of social attention to reverse logistics of scrapped vehicles,public environmental awareness,and the government’s office capacity are important factors that affect the decision-making of automobile production enterprises.The government proposes countermeasures to encourage automobile production enterprises to bear the reverse logistics of scrapped vehicles on their own,namely expanding the profit channels of automobile production enterprises reducing loan interest rates for investment in automobile production enterprises,increasing publicity efforts,and delegating regulatory work to third-party institutions.Through the analysis of the simulation results of the second evolutionary game model,it is concluded that the cost savings of automobile production enterprises and the increase in new car sales revenue,coordination costs,subsidies,and social reputation benefits are important factors that affect the decision-making of automobile production enterprises and recycling enterprises.Measures for the government to promote cooperation between automobile production enterprises and recycling enterprises are proposed,which include formulating the highest preferential policies and expanding the second-hand car market,promoting the safety of second-hand cars,building communication platforms,and strengthening the implementation of extended producer responsibility system to enhance public environmental awareness.The above results provide referential suggestions for the government to promote the development of ELVs reverse logistics industry. |
