Research On The Optimization Of Production Safety Management In WX Power Plant

Concerning the survival and development of the thermal power enterprise,safety is essential and impassable.The danger may be occurred over the whole production process in the thermal power enterprise influenced by the feature of the industry,the staff,equipment,management and environment and others.Being a huge thermal power enterprise,there are hazards such as the electromagnetic,rotation,high temperature,high pressure,toxic gas,pressure container,dust,flammable and explosive among the environment of site work in WX Power Plant.Although the automation is applied widely in the thermal power enterprise along with the constant improvement of the level of power technology in the country,the safety issue is still severe and the unsafe events occur frequently,thus threatening the safety of the staff and equipment at the site seriously.The related theories of safety management and lean management have been collected in the paper combined with the reality on the safety management in WX Power Plant.The problems existed in WX Power Plant and the causes for the problems have been researched from four aspects of staff,equipment,management and environment via the ways of field research,data collection,case analysis and others.The scheme for the optimization has been proposed respectively according to the causes.Finally,the measures of safeguard have been proposed from four aspects of human resource guarantee,asset guarantee,institutional guarantee and organizational guarantee respectively.It aims to improve the safety management in WX Power Plant and provide certain reference for the optimization of safety management in other thermal power plants in our country.The following conclusions may be obtained via the research in the paper:(1)The problems in production safety management of WX power plant mainly include: operators’ weak safety awareness,insufficient skills,hidden dangers of some equipment,equipment maintenance not in place,operators’ system not in place,safety inspection not in place,working habits not formed,and on-site civilized production not in place.The main reasons for these problems are: insufficient understanding of the connotation of safety by company leaders,defects in equipment,insufficient funds,poor education and training,and inadequate implementation.(2)According to the statistical analysis of unsafe events in WX Power Plant,it may be concluded that the unsafe events are mainly caused by three factors of staff、equipment and management,the factor of environment play a minor role for the occurrence of the unsafe event.(3)Existing WX plant production safety management problems,put forward to strengthen the company leadership attaches great importance to,to improve the security of the company safety culture construction and create a strong cultural atmosphere,improve the education training examination rewards and punishment mechanism,establishing the checking and supervision mechanism,carry out technological transformation project,change the marketing strategy,the norms of behavior habit,such as optimization,It also provides guarantee measures for the smooth implementation of the optimization scheme.
