Research On The Reform Of Vertical Management Of Environmental Protection System

The local-based ecological environment protection and management system in our country has many disadvantages,in the overall coordination processing on the relationship between development and protection exist certain obstacles,specifically for the fifth plenary session of the party’s 18 provinces under the environmental protection agency vertical management,monitoring and supervision law enforcement in 2019 in Yunnan province,printed and distributed to the ecological environment of Yunnan province vertical management system reform of inspect and enforce the overall work plan.It marks the official launch of vertical management reform of ecological environment protection system in Yunnan Province.In order to ensure the smooth implementation of vertical management reform of ecological environmental protection system,this paper takes Qujing of Yunnan Province as an example,and compares the performance of functions before and after the reform of ecological environmental protection system in Qujing by means of literature,field research,case study and other methods.and to promote the ecological environment protection system is proposed on the necessity of vertical management mode and forward-looking.At the same time,taking the ecological and environmental protection system reform of Qujing as a typical case reference,the institutional construction,collaborative governance and functional operation of the ecological and environmental system in Qujing after vertical management are summarized.Analyzing the huge advantages of vertical management in breaking down local protectionism,enhancing the authority of ecological and environmental protection,optimizing the construction of institutions and teams,and coordinating the solution of cross-regional and inter-watershed environmental problems,and further research in the vertical management period produced by the local government environmental responsibility to carry out the lack of security,produce the irrational behavior such as "one size fits all" environmental protection,ecological environment system and the relationship between the party committees and governments new contradiction problem such as rigidity,finally from the perspective of theoretical thinking to push forward the reform of the vertical management of ecological environment protection and the suggestion.In order to improve the vertical management system of ecological environment protection system in Qujing,this paper proposes the path selection of optimizing vertical management mode from five aspects,such as collaborative management,responsibility implementation,regional linkage,governance guarantee and social participation.This paper not only provides feasible suggestions for the vertical management reform of ecological and environmental protection institutions in Qujing,but also has certain theoretical and practical reference value for the vertical management reform of ecological and environmental protection in Yunnan province and even the whole country.
