Research On The Impact Of Construction Safety Managers’ Post Competence On Safety Climate

The development of construction industry is accompanied by the frequent occurrence of construction safety accidents,which shows that there are some problems in the safety climate of the construction site.Construction safety managers are the main person in charge of on-site safety production,and their work ability will directly affect the safety climate of the construction site.However,at present,there is no scientific standard for the appointment of such personnel,and there is no evaluation mechanism for their comprehensive work ability.Therefore,this paper puts forward the concept of post competence to express the comprehensive ability of construction safety managers;Carry out research on the impact of the post competence of construction safety managers on the safety climate.Through the analysis of the impact mechanism of the post competence of construction safety managers and the safety climate,improve the post competence of construction safety managers,finally improve the safety climate level of the construction site and reduce the occurrence of construction safety accidents.The main research work and conclusions of this paper are as follows:The first part is the connotation of post competence of construction safety managers.Based on leadership theory,competency theory and manager competency theory,combined with the particularity of construction safety management post,the concept of construction safety managers’ post competence is put forward.The construction safety managers’ post competence is a comprehensive ability that can match the construction safety management post.It has four characteristics: comprehensiveness,determinable,dynamics and performance relevance.It includes four constituent elements: professional and technical ability,safety attitude,leadership ability and psychological quality.The second part is the identification of influencing factors and construction of influencing system of construction safety managers’ post competence.Using the methods of literature analysis and preliminary survey,the influencing factors of construction safety managers’ post competence are identified,and three main factors of the first level are obtained: social factor,organizational factor and personal factor;And 10 factors of the second level: trade nature,social attitude,system specification,enterprise safety culture,business scale,education and training,age,health,education and enthusiasm.Through the Decision-making Trial and Evaluation Laboratory,explore the importance of various influencing factors in the whole influence system,and get the internal relationship "pyramid" of the influence system.The third part is the analysis of the influence mechanism of construction safety managers’ post competence on safety climate.Based on the previous safety climate theory,the concept of "material safety climate" is added,and the safety climate is summarized as "human safety climate" and construction site safety environment("material safety climate").Put forward the hypothesis of the impact of the construction safety managers’ post competence on the safety climate,build a structural equation model,and carry out data test(descriptive statistics,reliability test,exploratory factor analysis)and model verification(fitting test,correlation test,parameter evaluation,etc.)according to the questionnaire data,and then carry out the intermediary effect test of post competency.It is verified that construction safety managers’ post competence has a significant positive impact on the safety climate,and the impact is divided into two aspects: direct impact and transitive impact.Finally,two core influence paths are found,the single path of leadership ability-the safety environment of the construction site,and the compound path of social factors-safety attitude-human safety climate.The fourth part is the strategies of improving the construction safety managers’ post competence for the improvement of safety climate.Combined with the research on the connotation of construction safety managers’ post competence and its impact on the safety climate,according to the influence degree of the four constituent elements on the safety climate,this paper puts forward promotion strategies for leadership ability,safety attitude,professional and technical ability and psychological quality in turn.The promotion strategies of leadership ability: creating benign competition in the industry and improving organization,coordination and management ability through professional learning.The promotion strategy of safety attitude is to strengthen publicity,improve the social requirements and attention to construction safety management,improve safety management system,and create enterprise safety culture.The promotion strategy of professional and technical ability is to pay close attention to the education and training of professional and technical ability required for daily work and emergency state.The promotion strategy of psychological quality is to pay attention to the mental health of construction safety managers,establish an emergency treatment mechanism for construction safety accidents,and regularly organize safety accident drills.
