In recent years,there have been many serious chemical accidents.The damage scope of the accidents is no longer limited to the chemical enterprises themselves,but has affected the normal life of the surrounding residents.Based on the research on the general implementation guide of Beijing public safety risk management and chain reaction,this paper puts forward the related concept and evolution mechanism of "associated risk" from the perspective of public safety,and illustrates it with the help of Hurricane Katrina.Based on this concept and mechanism,aiming at the accidents of chemical production equipment,a comprehensive risk assessment method of chemical production equipment was explored.The specific research contents are as follows:(1)By drawing the equipment structure diagram,the risk identification of four units,i.e.gasifier,plate distillation tower,reaction kettle and shell-and-tube heat exchanger,is carried out,and four kinds of public safety risks are comprehensively considered,and the associated risk chain of each unit is obtained,and the characteristics of the associated risk chain of chemical production equipment are summarized.(2)Taking tower equipment as the research object,focusing on the failure probability of a single tower equipment caused by typical natural disasters such as earthquake,snowstorm and flood,a failure model of tower equipment based on reliability analysis is put forward,and a case application is carried out to preliminarily explore the probability of natural disaster risk inducing accident disaster risk.(3)Based on the correlation risk chain constructed in this paper,a qualitative and quantitative comprehensive evaluation method of chemical production equipment correlation risk is proposed.Firstly,the traditional chemical accident evaluation method is used to establish a mathematical evaluation model of poisoning,fire and explosion accidents.According to the Injury Criterion GB36894-2018,the risk radius of a single type of accident is calculated.According to the property loss,death radius and the failure probability calculated by the failure model,the risk value of the relevance of chemical production equipment to the internal system is calculated.Then,identify the distribution of urban lifeline system within the radius of property loss.If it exists,consider the impact of chemical equipment accidents on urban lifeline system,and synthesize public opinion.Through AHP,expert questionnaire and other evaluation methods,build five lifeline system index systems,such as water supply system,gas supply system,power supply system,communication system and transportation system.Divide the risk levels for each system according to relevant standards,and obtain the risk values of each system of urban lifeline scientifically and intuitively.
