Analysis On Emergency Management Capability And Promotion Strategies Of Coal Mining Enterprises

As one of the top ten industries with the highest mortality,the coal industry has a more prominent frequency of accidents.Coal mine safety production is of great significance to people’s lives and property and national security development.Due to the limitation of special working conditions,the types of accidents faced are more complex.In addition,many key state-owned coal mines have entered the early stage of aging and scrapping,and the mining depth has also increased,laying hidden dangers for enterprises.Effective emergency management can timely prevent and scientifically respond to emergencies,and minimize the human and financial losses,environmental damage and other hazards.Therefore,the improvement of emergency management capability can not be ignored.In order to further strengthen the construction of emergency management capability of coal mining enterprises and improve the effectiveness of emergency management capability,based on the dynamic capability theory,taking "characteristic analysis-structural measurement-influencing factors-promotion strategy" as the logical main line and taking coal mining enterprises as the research object,this paper clarifies the characteristics of sudden accidents and emergency management,analyzes the evolution process of coal mining accidents and emergency management process,and identifies the constituent elements of emergency management capability,This paper extracts and explores the driving role of the combination path of various factors affecting the performance,puts forward practical promotion strategies in line with the era of digital intelligence,and opens the "black box" of coal mine enterprises’ emergency management capability under the "new normal",which has theoretical significance and practical value for driving the modern development of coal mine enterprises’ emergency management capability and improving the performance of emergency management capability.The main results and conclusions are as follows:⑴ The current situation and characteristics of coal mine emergency management are revealed.Through literature research,the types and characteristics of sudden accidents in coal mining enterprises are clarified;Through the system analysis,dynamic analysis and effect analysis of emergency management,the evolution process of sudden accidents and emergency management process of coal mining enterprises are explored,the internal relationship between them are clarified,the current situation and shortcomings of emergency management capability of coal mining enterprises are expounded,and the characteristics of emergency management of coal mining enterprises are defined.⑵ The structural elements of emergency management capability of coal mining enterprises are pointed out and a measurement questionnaire is developed.Combined with the key event interview,this paper constructs the theoretical model of emergency management capability and compiles the measurement questionnaire.The structural equation model is used to verify that the structure of emergency management capability has six aspects,from primary to secondary,which are rescue actual combat capability,avoidance and preparation capability,monitoring and early warning capability,aftermath recovery capabilit y,emergency support capability and social mobilization capability.⑶ The antecedent driving model of the effectiveness of emergency management capability of coal mining enterprises is constructed.Through qualitative analysis,it is found that the antecedents affecting the effectiveness of emergency management capability include environmental uncertainty,external social network relationship,internal social network relationship,resource integration and organizational mindfulness.The driving mechanism of the combination path of various factors on high / non high emergency management capability is explored by using configuration effect analysis.Among them,the core condition of organizational mindfulness plays a significant role.⑷ The strategies of improving the emergency management capability of coal mining enterprises are put forward.This paper constructs the CIPO model of emergency management capability improvement strategy,and puts forward intervention strategies for improving the emergency management capability of coal mining enterprises,respectively facing the emergency management capability carrier,capability subject and efficiency influencing factors.In the future,system dynamics and other methods can be used to reveal the dynamic mechanism of coal mine emergency;and change the perspective to the collaborative linkage of multiple subjects,combined with social network analysis to explore the emergency management process,and further improve the coal mine emergency managemen t system.The dissertation has 16 figures,29 tables and 118 references.
