Research On Environmental Credit Evaluation Of Compliance Behavior Of Pollutant Discharge Permit

The pollutant discharge permit system is a powerful means of pollution prevention and control,and it is also faced with the limitation that it is difficult to provide endogenous power and external help for the management object to further save energy and reduce emissions.In the process of the continuous construction and improvement of the social credit system,the environmental credit evaluation system which based on credit supervision has become an important tool system in environmental management,among which,environmental trustworthy incentives can promote the evaluated object to take the initiative to bear more social responsibility for environmental protection on the basis of abiding by the law.The pollutant discharge unit is the important object to be supervised in the environmental credit evaluation system.The environmental credit evaluation of compliance behavior of pollutant discharge permit means that the competent department of ecological environment evaluates pollutant discharge units’ production and operation activities which in accordance with the regulations and the behavior of actively fulfilling the social responsibility of environmental protection,and make rational use of the evaluation results to carry out the environmental supervision by trustworthy incentives,to a certain extent,this can make up for the lack of environmental protection innovation power of pollutant discharge units in the process of implementing the pollutant discharge permit system,as well as control pollutant emissions more effectively and improve the quality of the ecological environment continuously.At present,there are still some problems in the environmental credit evaluation of compliance behavior of pollution discharge permit,such as the collection scope of environmental credit information does not follow the relevance principle,the evaluation standard setting does not correspond to the appropriateness principle,and the application of evaluation results does not comply with the proportionality principle.This paper analyzes the development trend of environmental credit evaluation of compliance behavior of pollutant discharge permit from three aspects: from administrative control to cooperative governance at the conceptual level,from technical compulsion to reputation self-discipline at the institutional level,from information disclosure to data opening at the technical level.It is suggested that the scope of environmental credit information collection of compliance behavior of pollutant discharge permit should be reasonably defined,the setting of environmental credit evaluation standards of compliance behavior of pollutant discharge permit should be adjusted,and the application of environmental credit evaluation results of compliance behavior of pollutant discharge permit should be promoted.
