Study On Sanitar Y Super Vision And Management Of Drinking Water In Qinghai Province

With the continuous advancement of thereform of the health system and the increasing demand for people’s health,people’s requirements for the quality of drinking water hygiene have gradually increased.In addition to meeting the needs of people’s daily life,water is also the main component of human body structure,drinking water safety is inseparable from people’s lives,and having safe and sufficient sustainable drinking water is the foundation of human survival.However,in recent years,frequent drinking water pollution incidents in China,such as the Tuo River phosphorus pollution incident in 2005,the major water pollution incident of the Songhua River in 2005,and the Taihu Lake water pollution incident in 2007,have caused the local people to have a drinking water emergency,which makes people pay more and more attention to the safety of drinking water and pay attention to the quality of drinking water.Qinghai is located in the hinterland of the Qinghai-Tibet Plateau,has a unique high-altitude large-area wetland ecosystem,is the source of the Yangtze River,the Yellow River,Lancang River,is an important water source in China,known as the "Chinese Water Tower",which represents that the health security of Qinghai water resources is crucial,but with the pollution of life,the discharge of wastewater in the process of urbanization and the sewage discharge in the production process of enterprises,the safety of drinking water sanitation is in jeopardy,if the supervision in this process is not enough,it will cause the outbreak of water-borne infectious diseases,the occurrence of poisoning incidents and even cause cancer,so how to strengthen the supervision and management of drinking water sanitation,from the aspect of strengthening drinking water sanitation supervision as a starting point to better ensure people’s water safety and health.This paper analyzes the major problems in the supervision and management of drinking water sanitation in Qinghai Province and analyzes the causes in the supervision and management of drinking water sanitation in Qinghai Province,so as to put forward feasible countermeasures and suggestions,which is of far-reaching significance for the smooth development of drinking water sanitation supervision in the province and the whole country in the future.Through the research methods of literature research method,questionnaire survey method,interview method and comparative analysis method,and combined with his own years of work in the position of drinking water sanitation supervision,this paper conducts research on the problems existing in the supervision and management of drinking water sanitation in Qinghai Province,interviews with responsible persons at all levels and front-line staff in the supervision and management of drinking water sanitation,conducts questionnaire surveys on the staff of water supply and management units and residents in the province,and organizes and analyzes the collected data.The current special regulations on drinking water sanitation lag behind,the relevant provisions are missing,the relevant measures issued in the province are insufficient,the punishment in the process of law enforcement is relatively light,and the types of punishment arerelatively small;Moreover,due to the large number of departments involved in the construction of drinking water projects and health and safety supervision,there is a lack of communication and cooperation mechanisms between drinking water sanitation supervision agencies and other departments;The weak strength of health supervision has led to the lack of smooth supervision and management of some supervision and management work,which is mainly attributed to: First,the basis for supervision and law enforcement is insufficient and the status of law enforcement is not clear.Second,there is a lack of coordination and cooperation mechanisms between relevant departments.Third,the institutional setup is unscientific and the staffing is unreasonable.Fourth,there is an inadequate staffing and a lack of professional supervisors related to law.Fifth,there is a lack of early warning and detection systems,and the construction of information technology is insufficient.Sixth,the public’s awareness of health supervision is low.Finally,from the province combined with the provincial conditions to introduce relevant management measures and refine the implementation rules,strengthen exchanges and cooperation with various departments,establish information sharing platform,improve the scientific phase of institutional setup,accelerate the construction of talent team,improve the use of new technologies and new means of water supply and sanitation supervision,and build a publicity platform,this will make a reference for improving the supervision and management of drinking water sanitation in Qinghai Province and ensuring the drinking water health of the Chinese people.
