Study On The Legal Countermeasures For Pollution Prevention And Control Of Livestock And Poultry Breeding In Rural China

In recent years,with the proposed strategy of rural revitalization and the introduction of incentive policies for livestock and poultry industry,the livestock and poultry industry has developed into a pillar industry for promoting agricultural economic development and increasing farmers’ income.But rural livestock and poultry breeding industry booming at the same time,also brought serious environmental pollution problems,rural self bearing capacity of livestock and poultry breeding pollution is far more than the environment,to the rural environment has brought the huge impact and destruction,so rural livestock and poultry breeding pollution prevention for rural environmental protection and beautiful countryside construction in China is of great significance.At present,pollution prevention and control of rural livestock and poultry breeding still face many practical legal difficulties.there are a series of problems,such as the incomplete legal system,the adjustment object disorder,the unclear law enforcement subject and the non-standard law enforcement,which need to be improved from the rule of law.Using comparative study method,this paper summarizes and other country in the legal countermeasures for livestock and poultry breeding pollution prevention advantages and advanced experience,based on China’s current rural livestock and poultry breeding pollution prevention and control of the actual,from the legal system,adjust the object clear and definite law enforcement main body,standardize administrative law enforcement to exercise this four aspects put forward a systematic,targeted and advice,So as to solve the legal problem in the process of rural livestock and poultry pollution prevention and control,realize the harmonious coexistence between man and nature,create a harmonious and beautiful village environment,and promote the healthy development of rural environment in our country.
