In order to meet the emission reduction targets China has committed to internationally and fulfill its emission reduction obligations,China has adopted a variety of emission reduction measures to facilitate the realization of a low-carbon economy.As an important carrier of modern economic development--cities,their operation activities are bound to cause continuous carbon emissions.Therefore,the construction of low-carbon cities has important strategic significance for achieving sustainable economic development and high-quality development in China.As the core and key of China’s high-quality economic development,industrial structure upgrading is an important way to realize the low-carbon transformation of Chinese cities.Based on the multi-stage DID model,this dissertation selects the panel data of259 prefecture-level cities and above administration-level cities from 2005 to 2016 to evaluate the effect of low-carbon pilot policies on the upgrading of urban industrial structure.The results show that :(1)low-carbon pilot policies can significantly promote the upgrading of urban industrial structure,and the industrial structure upgrading index of pilot cities increases by 0.110 units.(2)Through the mechanism test,we know that there are some mediating effects of urban innovation effect and local finance effect.Low-carbon cities promote the upgrading and optimization of local industrial structure by improving the level of urban innovation and increasing local financial support.(3)Through heterogeneity analysis,it is found that the effect of low-carbon policies has obvious heterogeneity among cities in different regions and cities at different levels.Finally,based on the results of empirical analysis,the dissertation puts forward some suggestions on the formulation of low-carbon pilot policies and the development of pilot cities in China in the future.We will continue to promote low-carbon pilot projects and expand their scope.Accelerate the transformation of financial expenditure,and enable the development of industry with scientific and technological innovation;Implementing low-carbon development policies tailored to local conditions;We will promote the green transformation of government governance,strengthen the construction of the environmental information disclosure system,and give full play to the government’s policy guidance and service efficiency.The implementation of low-carbon pilot policies will not only promote the upgrading of urban industrial structure,but also contribute to the realization of China’s "dual carbon" development goals.This dissertation empirically discusses the net effect level of low-carbon pilot policy on industrial structure upgrading.On the one hand,it supplements the systematic research on low-carbon pilot policies and industrial structure upgrading.On the other hand,the empirical research results of this dissertation help relevant government departments to scientifically formulate low-carbon pilot policies and strategic objectives,so as to take targeted measures to optimize the urban industrial structure.
