Work safety is a matter of people’s well-being and the overall economic and social development.Doing a good job in work safety,effectively safeguarding people’s lives and property,and creating a sustainable and stable work safety situation is not only an important part of the complete and accurate implementation of the new development concept,but also an important part of the comprehensive promotion of the great rejuvenation of the Chinese nation with Chinese path to modernization.Since the reform and opening up,China has developed into a large manufacturing country and continues to move towards a strong manufacturing country,and the socialist market economy system in China has grown from initial exploration to full establishment.As the "cells" of the market economy,the scale and number of production and business units,including enterprises,have grown geometrically over the past 40 years,and the probability of work safety accidents has also increased.The occurrence of a series of accidents has posed a serious threat to the lives and property of the people,prompting the Party and the State to pay more and more attention to work safety.How to do a good job in work safety and effectively carry out the supervision of work safety has become an important issue that needs to be studied and solved in China at present.Based on the theory of seamless government,game theory,public goods theory and collaborative governance theory,this thesis draws on relevant research results from home and abroad,and uses literature research,case studies and interviews to analyse the practice of work safety supervision in Tashan Town,Xuzhou City.Through the study,it is found that there are still problems in the work safety supervision in Tashan Town,such as the inadequate regulatory organisational structure,the difficulty in effectively defining the boundaries of responsibilities,a relatively weak base of executive forces,and the undeveloped co-working ability.Combining the relevant problems and the research art,we further summarized them and found that the main reasons for these problems were the inadequate internal coordination mechanisms for government regulation,interests conflicts among various parties caused by ambiguous division of powers and responsibilities,low execution due to low level of investment,and insufficient depth of participation of all parties in collaborative governance based on above analyses,to improve the town’s work safety supervision,four suggestions are proposed in this thesis: firstly,strengthen organisational leadership and improve the structure of the supervision system;secondly,rationalize the working relationship and delineate the boundary of authority and responsibility;thirdly,increase investment protection and consolidate the foundation of supervision and performance;fourthly,implement multi-faceted co-management and build a co-management pattern.and concludes with a description of the thesis research and a follow-up study.In the end,he explained the research situation of the thesis and gave an outlook on the follow-up research.Work safety supervision is a long-term,systematic work,which determines that it cannot be achieved overnight and perfected,and needs to move forward in continuous attempts and explorations.By studying the situation of Tashan Town,this thesis hopes to provide more direct and vivid material for the study of work safety supervision,to provide reference for helping Tashan Town and other towns in similar situations to get out of the dilemma,and to provide some reference for the subsequent reform of the institutional mechanism of work safety supervision at the grassroots level.
