As China’s modernization and construction progresses,the demand for steel continues to climb higher and higher.After decades of development China has evolved into a major steel country,its annual steel production is significantly ahead of any other country in the world,and the surge in steel production has also brought about massive energy consumption and emissions problems.Since the beginning of the 11 th Five-Year Plan,China has introduced energy saving and emission reduction policies,and steel companies have gradually started to focus on energy saving and emission reduction as the core of their production management.After entering the14 th Five-Year Plan,the country has put forward higher requirements for energy conservation and emission reduction,and reducing energy consumption and thus carbon emissions has become a new goal and development direction.In this new situation,iron and steel enterprises need to establish a matching energy saving and emission reduction evaluation system,using the system to find out the shortcomings in the development of energy saving and emission reduction work,laying a good foundation for enterprise managers to improve the effectiveness of energy saving and emission reduction management,and also providing a strong guarantee for the transformation of iron and steel enterprises to green,low-carbon and sustainable development direction.In this context,this thesis summarizes 28 factors related to the influence of energy saving and emission reduction in iron and steel enterprises by reviewing a large amount of relevant literature and combining them with work practices,and then divides the index dimensions by using the WSR system theory method.On this basis,the initial selection of indicators was optimized through expert interviews,focused discussions and selection,and finally,after deletion,addition and supplementation,an energy conservation and emission reduction evaluation indicator system consisting of 7 primary indicators and 23 secondary indicators was determined.By inviting 9 relevant experts from the Bao Wu Steel Group,using the hierarchical analysis method to score each index two by two,calculating the index weights at all levels through the scoring results,and conducting correlation analysis on the index weights,and finally using the fuzzy comprehensive evaluation method to build a comprehensive evaluation model for energy saving and emission reduction in steel enterprises.In order to verify the scientific validity of the model,this study invited 10 experienced experts in the field of energy saving and emission reduction to conduct a site visit to MC Iron and Steel Enterprise.Based on the results of the visit,the comprehensive evaluation model established in this paper was used to conduct a comprehensive evaluation of energy saving and emission reduction in MC Iron and Steel Enterprise.Based on the evaluation results and combined with the actual situation,effective countermeasures and suggestions for improvement were put forward.The research results of this paper will help the management of iron and steel enterprises to conduct a comprehensive scientific evaluation of the current situation of energy saving and emission reduction in the company,and propose corresponding improvement measures based on the evaluation results,which will provide new ideas and play a certain reference value for the improvement of energy saving and emission reduction management capacity of iron and steel enterprises.
