| Climate change is a common challenge faced by human society today.The major countries in the world are taking active actions to shoulder their corresponding responsibility of emission reduction.With the 3060 emission reduction target proposed by our country and the start of the national unified carbon trading market,the initial allocation of carbon emission rights in our country is becoming increasingly important.In order to solve this problem,combining with the domestic and foreign research,scholars put forward a variety of allocation models,according to their allocation scheme to provide auxiliary reference for decision-makers.By combing the literature,we find that there are still two problems in the existing research:(1)the distribution result will be different because of the different selection of the fair principle after the fair index is included in the distribution model.(2)in the process of allocation,the emission reduction potential and the emission reduction cost index of decision-making units were neglected,which led to unreasonable allocation of emission reduction tasks,and the cost of emission reduction schemes increased sharply.Based on the above two points,through the construction of a new distribution model,from the efficiency,fairness and feasibility of the three aspects of comprehensive consideration,scientific and reasonable allocation of our carbon emission rights.This thesis takes Data Envelopment Analysis(DEA)as the main tool,aiming at the lack of research on the distribution of both fairness and efficiency,and constructs a two-level improvement model to realize the unification of efficiency principle and multiple fairness Data Envelopment Analysis,in addition,the relative deprivation coefficient is introduced to construct the weights of various fair principles,which are embedded into the model to realize the unbiased representation of fair principles.Secondly,in order to strengthen the practical basis of the improved model,by measuring the emission reduction potential and the emission reduction cost,the importance of considering the feasibility index in the allocation process is demonstrated.Finally,through the construction of efficiency benchmark and equity benchmark,three-level improvement model to achieve multi-objective allocation.Based on the above research ideas,this thesis draws the following main conclusions:(1)The distribution model based on the single principle of fairness and efficiency cannot effectively guarantee the uniqueness of its distribution results,resulting in the inability to effectively reflect fairness in the results.The combination of multiple fairness principles and efficiency principles can effectively ensure the unbiased expression of fairness in the results.(2)The lack of consideration of emission reduction potential in the allocation model will lead to the allocation of emission reduction tasks that do not conform to the actual situation,and the decisionmaking unit cannot complete the emission reduction tasks.At the same time,the lack of consideration of emission reduction costs in the allocation process will lead to a sharp increase in the cost of emission reduction plans.In order to ensure the rationality and economy of emission reduction plans,it is necessary to take the emission reduction potential and emission reduction costs into consideration.(3)By building a multi-objective allocation model,it can effectively overcome the shortcomings of the original model.By analyzing and evaluating historical data,it can be found that the eastern region of China has the highest comprehensive efficiency,followed by the central region,Moreover,China’s main emission reduction units are concentrated in the central region,which has high emission reduction potential and low emission reduction costs.Quota allocation can effectively guide the central region to improve carbon emission efficiency and promote the optimization and upgrading of industrial structure. |
