| The Proposal of the Central Committee of the Communist Party of China on Formulating the 14 th Five-Year Plan for National Economic and Social Development and the 2035 Visionary Goals proposes that ecological compensation can play an important role in optimizing the pattern of national spatial development and protection,establishing a mechanism to realize the value of ecological products,and strengthening legal and policy guarantees for green development in promoting green and coordinated development.Kangping County,Shenyang City,Liaoning Province,is an ecological cultured area in the central city cluster of Liaoning Province and Shenyang City,and the relevant ecological protection restrictions are relatively strict,so it is reasonable to provide reasonable ecological compensation to the affected economic agents to maintain and further promote green development,but the research in this area is still in a gap in the county.Therefore,based on the premise that ecological compensation mechanisms can promote green development,this paper further studies Kangping County,Shenyang City,Liaoning Province,as an example,and uses a set of ecological accounting assessment methods to illustrate how to construct a differentiated ecological compensation mechanism at the township level to promote the green development of the county.This paper firstly evaluates the green development level of Kangping County by constructing a green development index system,summarizing the problems faced by the green development of Kangping County by combining with the field survey,firstly calculating the index weights by using the hierarchical analysis method,and then constructing a coupled and coordinated measurement model of the research area,so as to evaluate the current situation of the green development of Kangping County.After that,the spatial overlay of Arcgis was used to measure the functions and values of ecological services in Kangping County,and the regional value differences of county ecosystems were further investigated;on this basis,the ecological compensation priority and theoretical compensation amount of each township were evaluated,and finally the actual compensation standard from the regional perspective was proposed,taking into account the economic development and ecological base level.Finally,the results of the questionnaire survey were used to describe the statistics.This paper finds that the construction of ecological civilization in Kangping County is lagging behind the new urbanization process but showing a trend of gradual coordination,and it is still necessary to introduce a more accurate ecological compensation mechanism to accelerate green development;meanwhile,there are significant differences in the ecosystem service functions and values of each township,and two types of townships,ecological output and ecological benefit,coexist in the county,and the willingness of farmers to be compensated varies among townships,so it should be Therefore,different ecological compensation amounts and standards at the township level should be formulated to rationalize the distribution of compensation funds and maximize their effects,so as to promote the green development of the county more effectively.Finally,based on the above findings,this paper proposes ecological compensation strategies for Kangping County from three perspectives: economic,spatial,and policy perspectives to further promote green development: clarifying ecological compensation priorities and formulating a diversified spatial compensation model;coordinating urban development and ecological construction and establishing an ecological compensation mechanism with urban-rural differences;improving the content of ecological compensation principles and exploring policy-based guarantee mechanisms. |
