| In an international environment where national energy security is challenged by global uncertainties,the domestic offshore oil exploration workload continues to increase.As its main equipment,the demand for offshore oil drilling and workover rig construction and project management requirements have also increased.In this context,this thesis starts from the perspective of the owner and applies the relevant theories of the project management maturity evaluation model to carry out research on the work process and project management elements of the BZ oil field offshore oil drilling and workover rig construction project management.A maturity evaluation model is established for the project management level,and the evaluation system is used to evaluate the project management scientifically and systematically,which provides a reference and basis for the improvement of the management level of this type of project.Based on the project management maturity evaluation model,this thesis establishes a management maturity evaluation model suitable for this project at the three content levels of content,evaluation level and standards;in terms of content,the application of the improved Delphi method is given based on the project management level evaluation index;using the analytic hierarchy process combined with the 1-9 scale method to determine the weight of the system’s various indicators;in terms of levels,combining the maturity model and project characteristics to establish 5 maturity evaluation levels;in the evaluation In the process of development,this thesis uses fuzzy comprehensive evaluation method,establishes appropriate evaluation standards,uses questionnaire survey method to carry out work,carries out calculation analysis and comprehensive evaluation,and explains the evaluation results and analyzes the reasons.The evaluation results show that the overall management level of the project can be evaluated at the "quantitative management" level.In the project management process,the project planning and decision-making and project implementation performed well,which is worthy of further promotion,but the integrated management of project preparation and project design levels needs to be improved,a further improvement is required due to the constraints of the management system and process.Based on the results of this evaluation,this thesis proposes targeted optimization countermeasures from different management elements and applies them,and discusses the next improvement direction for the construction projects of the same type of offshore drilling and workover rigs. |
