Construction And Application Of Environmental PPP Project Management Maturity Model

In recent years,PPP project,as a new model to solve the financing and management problems in the field of public services,has developed rapidly.In the environmental governance industry,due to the low return on investment of PPP projects,enterprises pay special attention to the improvement of project management efficiency.By establishing a maturity model of PPP project management suitable for environmental governance enterprises,this paper effectively analyzes and evaluates the PPP project management ability of enterprises,which can promote the improvement of PPP project management efficiency of relevant enterprises,so as to enhance the profitability and market competitiveness of enterprises.The model also has important theoretical value and reference significance for the study of PPP Project Management Maturity Model in other similar engineering fields in China.Specific research contents include:(1)Using OPM3 classic model architecture and knowledge system,the theoretical framework of environmental PPP project management maturity model is constructed from the three dimensions of "four steps","ten knowledge fields and five basic processes" and "three levels".(2)Using the methods of expert interview and literature research,combined with WSR methodology,the category level is divided into management factors,objective factors and human factors,and then continue to subdivide the 18 indicators of PPP project management maturity element level,and define the meaning of indicators at each level.(3)Structural equation modeling is used to calculate the load factor of each index,and the weight of each level of evaluation index is calculated according to the load factor.Then,the matter-element extension model is constructed and the evaluation index weight is substituted to evaluate the management maturity level of the project.(4)Taking the PPP project of Xingyun Lake Pollution interception project as a case to verify the management maturity model established in this paper,the results show that the calculation results of the model are consistent with the actual management level of the project,and the corresponding improvement measures and suggestions are put forward according to the evaluation results.
