With the rapid development of my country’s economy and the growing demand for energy, onshore oil has been unable to meet the energy supply of urban industries,so the focus of oil and gas exploration and development has begun to shift to the deep sea.The meteorological conditions in the South China Sea are complex, and marine disasters dominated by tropical cyclones threaten the safety and efficiency of oil and gas exploration operations in the South my country Sea.Therefore, selecting an appropriate operation time window according to the characteristics of tropical cyclone paths is to ensure the exploration and production of oil and gas in the South my country Sea and reduce Key to tropical cyclone-related accident losses.Since the far-sea exploration area is far away from the mainland,it is difficult to carry out rescue work in time. Therefore,it is of practical significance to select the location of the emergency dispatch center and to plan the Taiwan avoidance route for the far-sea exploration area in combination with the environmental factors of the far-sea exploration area. The research contents of this thesis are as follows:(1)For the statistics of tropical cyclones in the distant sea exploration area, the frequency, intensity and life cycle of historical tropical cyclones in the Chinese waters were studied, and the path distribution of the distant sea exploration area in the past 70 years was studied. The results show that the occurrence probability of tropical cyclones is the highest in autumn, the frequency of occurrence in summer and winter is lower than that in autumn, and the probability of occurrence of tropical cyclones in spring is the lowest.(2)Aiming at the problem that the external environment needs to be considered in the location selection of floating wharfs,a tropical cyclone emergency response model based on floating wharfs and an emergency dispatch center location model are established, and floating wharfs based on analytic hierarchy process and immune algorithm are studied.Combined with the influencing factors of the alternative points, the optimal placement point of each season is obtained when the number of floating docks is three, and the location of the floating dock is the emergency dispatch center.(3)Aiming at the inaccuracy and difficulty of determining the route of the offshore oil and gas exploration area under the influence of tropical cyclones,an environmental model based on the real distribution of islands was established, and the floating dock was planned based on the improved A* algorithm and the dynamic window method.According to the route of the station, the optimal route to avoid the station with the shortest sailing distance is obtained.(4)An emergency decision-making system for offshore typhoon defense based on a floating wharf was built, and the overall structure diagram was designed, which is divided into subsystems such as users, historical data, emergency location selection, and typhoon avoidance path planning. Finally, based on the emergency decision-making system platform, the research results are encapsulated, and a decision-making system that is convenient for on-site personnel management is developed.
