Coal is an indispensable and important resource for the economic development in our country. In China coal accounts for two-thirds of the energy consumption in our country.Guizhou, rich in coal resources, is an important energy base in southwest of China. And more than 95% coal mine enterprises adopt underground coal mining in the province. Because of the special working environment, coal mining is potentially more dangerous than any other industry. What’s more, the occurrence condition of coal resources is complex, and technology and overall management level is relatively low and the quality of coal-miners is uneven, which cause more coal mine accidents and lots of casualties in Guizhou.With the increasing depth of coal mining, the risk of all kinds of disaster in the process of coal production will increase. At the same time, because of the increasing mining depth, it will become more and more difficult for the underground working miners to evacuate safely. Therefore, it can effectively shorten the escape route, win more time for the rescue to build the underground emergency safety system and to locate the exact underground mine refuge chamber reasonably, thus also can greatly improve the chances of the rescue during a disaster.The paper analyses the main factors of mine disasters, combining the profile of Fengshan coal mine and the present situation of mining in Dafang. And on this basis, first of all, the construction plans of the downhole safety system were compared and selected considering the economy and technology of Fengshan coal mine; secondly, the reasonable position of the refuge chamber should be studied during mining based on the calculation of explosive shock wave overpressure and the distribution of the damaged area; Moreover, the detailed designs should be focused on the capacity, size and function of the underground refuge chamber; Finally, Dijkstra algorithm was used to make a Route optimization to avoid disaster during Fengshan mine two panel production period. Besides,contingency measures were put forward.The application of Fengshan mine emergency actions system will enhance the ability of resisting all kinds of disasters and effectively reduce casualties and property losses caused by the mine disasters, which provides a certain reference for the coal mine enterprises in Guizhou about the construction of emergency safety system.
