With the establishment of GW company,major breakthroughs have been made in the reform of national oil and gas system.The government and relevant enterprises are accelerating the construction of "X + 1 + X" modern oil and gas market system,giving full play to the decisive role of market in resource allocation,improving resource allocation efficiency and ensuring national energy security.At the present stage,no matter the newly established GW company,the provincial pipe network company or even the energy regulatory department,the research and system construction on the management of domestic oil and gas shippers lag behind the actual needs of the fair opening of China’s pipe network infrastructure and the development of market operation.There is a lack of clear and systematic understanding of the concept,responsibilities,rights and interests of shippers and the corresponding pipe capacity distribution and congestion management,pipeline transmission balance management,etc,A relatively sound and perfect management system for oil and gas shippers has not been established,which has obviously restricted the role of "1" of GW company and affected the efficiency of resource allocation.Therefore,it is urgent to strengthen the research on the management of shippers,improve the management requirements of shippers of GW company as soon as possible,promote the safe and stable supply of oil and gas,standardize the opening behavior of oil and gas pipeline network facilities,safeguard the legitimate rights and interests of GW company and users,and establish a fair,just,competitive and orderly market order.This article selects the shipper management of GW company’s natural gas pipeline network facilities as the research objective.On the basis of summarizing the management experience and practices of foreign oil and gas shippers,this paper analyzes the current situation of GW company’s shipper management and the main problems that GW company needs to solve in carrying out shipper management.According to the national oil and gas system reform,relevant policy requirements and China’s national conditions,this paper focuses on the natural gas business and analyzes the management of GW company’s natural gas shippers,Put forward the opinions and suggestions on the qualification,application,responsibilities and rights of GW company’s natural gas shipper,pipe capacity distribution and congestion management,pipeline transportation balance management,etc.In terms of pipe capacity distribution and congestion management,it is suggested that GW company adopt the management mechanism of "no use,no loss and no consideration of quantity",and put forward the minimum guarantee standard for pipe capacity release and capacity use cost settlement,so as to effectively prevent the occurrence of contract congestion and "goods hoarding" and greatly improve the pipeline transmission efficiency of GW company.The pipe capacity shall be allocated in a first come,first served and proportional manner,and part of the capacity shall be reserved for small and medium-sized shippers,so as to encourage more market entities to participate in the construction of "X + 1 + X" modern oil and gas market system and restore the commodity attribute of natural gas.In terms of pipeline transportation balance management,GW company is suggested to learn from international experience,fully consult and absorb the opinions of shippers,set clear standards for allowable imbalance rate and balance cycle requirements,provide unbalanced gas lending / storage services,further cultivate the shippers’ market,solve the imbalance of natural gas transmission seasons and periods,and ensure the safe,stable and efficient operation of GW company’s natural gas pipeline network under the condition of fair and open.
