| The establishment of nature reserves is not only a useful way to protect environment and resources and to maintain biodiversity,but also an efficient way to promote the harmonious development of nature and mankind,which plays a vital role in maintaining ecological balance and carrying out scientific research.Whether the management system of nature reserve can run smoothly is related to the existence and development of nature reserve,and perfect management system of nature reserve can promote the economic development and ecological sustainability of nature reserve.Firstly,this paper first combs briefly the meaning and historical evolution of the nature reserve.On the basis of introducing the concept and constituent elements of the management system in nature reserve,it defines its characteristics and construction requirements.Then combining with the current management situation of the nature reserve,analyze the problems: the separation of the state and local governments,the management of the same level of government gaps and the lack of coordination between government departments and rights conflict.Addition to the shortcoming of management agency in its setting up,characteristics,status,responsibilities and in the relationship with the external authorities.After studying the related management system of England,America and Japan,it is concluded that the perfection of the management system of nature reserve in our country should refer to their advantages critically.On the principle of legitimacy,unity of rights and responsibilities and conformity,we choose the model of government leading management agency in natural reserve.On the basis of clearing the public nature and ecological function of nature reserves,it is supervised by the administrative department directly and executive head is responsible for it.At the same time,in the supporting system construction,to achieve“one reserve one law“,it is essential to solve the problem in money and staff. |
