| With the rapid development of the global economy,the civil construction industry is booming.As the basic construction project in China,civil engineering plays an important role in the national economic and social development.In the development process of civil engineering industry,people gradually realize that the contractor selection has a vital impact on the overall quality of the project.However,the current domestic contractor selection strategy of the lowest bid only pays one-sided attention to the contractor’s bid price,and the evaluation perspective of the contractor is single.That leads to the serious lack of the competency of the successful bidder for the project,which results in the serious problems Construction quality defects,construction delay,engineering disputes and a series of problems.Based on this,this paper aims to design a feasible decision support model of contractor selection for engineering project based on expert group information input,so as to improve the disadvantages of current contractor selection strategy and help the project owners to select reliable contractors in a more scientific and reasonable way.The construction of the model is mainly divided into the following steps: 1)considering the high uncertainty and complexity of the decision-making environment faced by engineering projects,this paper introduces generalized comparative language to provide more flexible and rich language representation for contractor selection,and transforms it into hesitant fuzzy linguistic term through context-free grammar rules;2)In order to overcome the shortcomings of experts clustering method the traditional large scale decision-making framworks,a two-layer expert clustering algorithm based on experts’ professional degree and decision-maker’s risk attitude is established.Based on that,the importance of experts is also determined;3)based on the two-layer clustering algorithm,an expert consensus model is proposed to effectively identify experts’ conflicts and put forward corresponding adjustment strategies,so as to improve the consensus level of expert evaluation information;4)Given the defects of single weight determination method,the subjective weight and objective weight are integrated to measure the index importance flexibly;5)Aiming at the lack of accuracy of the traditional hesitant fuzzy linguistic term aggregation model,the two-stage aggregation paradigm is used to fuse the information of the expert evaluation matrix,so as to reduce the distortion and loss of information and meet the decision-maker’s control requirements for the accuracy of decision-making;6)ELECTRE Ⅲ decision-making framework based on proportional hesitant fuzzy linguistic term is put forward to sort contractors.The non-compensation among criteria eliminates the weakness of the winning bidder.In order to verify the effectiveness and flexibility of the proposed model,this paper applies the model to the resettlement housing reconstruction project in Jingzhou flood diversion area,Hubei Province,and determines the best construction contractor for the project from multiple perspectives.Through the comparative analysis of three modules,the superiority of the model in the actual contractor selection problem is demonstrated.Through case study and comparative analysis,this paper finds that generalized comparative expressions can help to describe the uncertainty of decision environment,and has strong practicability for complex decision-making problems;the measurement of expert professional level represents the reliability of expert evaluation information,which will have a great impact on the final decision-making results;the decisionmaking process should effectively manage the expert opinion conflict,and the expert consensus is the basis of fairness of evaluation process;in addition,considering the non compensation between the criteria will help the decision-makers to identify the weakness of contractors,which is of great significance to the selection of contractors for large projects. |
